Inside Front Cover pg 64 · The Hometown Treasure · March ‘13 Shipshewana Town News The uniqueness of the Shipshewana community, the challenges it presents, and the opportunity to see it continue to thrive, have made time on this job move quickly. It’s flying by. The town staff under the auspices of the council work to operate the town within a budget. No differently than each of us do with our personal finances. There’s only so much to go around. In the case of the town, this being done with the full realization that tomorrow’s needs will be here before we know it. This takes planning, prioritizing and plenty of that green stuff to pay for it all. Money is always a driving force because financial resources are limited even in the best economies. Unlike the federal government, the town can’t operate from a deficit position and must balance its budget while still trying to meet what the community needs and citizens want. In other words, we can’t kick the “ball down the street.” As the future becomes the present, those needs that were thought once to be years out have suddenly arrived in the present and must now be made part of the decision process. Each year of planning occurs partly in the form of a capital budget that requires the entire town staff to determine what is going to be done on a needs basis next year and for a total of five full years in the future. The planning must cover all local government responsibility and ranges from parks to town facilities, from roads to streets and from sidewalks to water distribution. And it doesn’t stop with t
