His principle efforts focus on starting Community Organizations Active in Disaster (COAD). About one-third of Indiana counties now have COADs; there were no COADs in the state before Cain started this project in 2009. Cain serves as President of the Indiana Voluntary Organizations Active in Disaster (VOAD) and a member of the board for National VOAD. He has been a major player in four national, USDA team awards for disaster education. Since 2002, Cain has served as EDEN Homeland Security Project Director. In 2005, he was selected as an agroterrorism consultant to the Transportation Research Board of the National Academies.
