One matter still in question is a maintenance bond pertaining to the project . The town can ask Sevenson Environmental Services to extend South Jersey Gas ’ current one-year warranty for an additional year , or they can also purchase a maintenance bond , but this option would be based on the total project cost and therefore would be a less desirable option considering the cost of the project .
The committee tentatively decided to ask for a one-year , additional maintenance bond of $ 400,000 for the right-of-way and town-owned improvements associated with the project .
“ That should be more than sufficient I would think , and it shouldn ’ t be horrible for them . Honestly , it will probably cost them $ 4,000 ,” Mayor Stephen Di- Donato said .
The additional maintenance bond would expire after the oneyear warranty ends , which is believed to be in late May 2018 . DiDonato said he will run the suggestion to seek an additional maintenance bond by the rest of council before a decision is made .
In other news , Public Works department head Scott Rivera reported that road improvement work on Third Street and 10th Street should be completed this week .
Also , Barberio reported that the project manager has completed all 38 punch list items , all required topsoil has been put out and dirty residue has been cleaned up on Lincoln Street and the nearby portion of Line Street .
Adams , Rehmann and Heggan ( ARH ) Associates Senior Project Manager Mark Herrmann sat in on behalf of Robert Vettese during the meeting and reported that ARH spoke with the New Jersey Department of Transportation about possibly applying for money to offset the cost of a road improvement project needed on Second Road . In other business , Barberio also reported that a resident at 470 14th St . has requested that two street lights be installed at the intersection of 14th Street and North Chew Road near his home .
Rivera explained that a neighbor of the resident used to have a bright light on his building that would be lit while he was working , but he recently became ill and the light hasn ’ t been on , thus reducing the amount of light at the intersection .
Barberio said he checked with police reports for traffic accidents at the intersection to see if the area would warrant having a street light installed . Someone on a street bike was reportedly struck during the daytime by an out-of-town utility truck on New Year ’ s Day one year , but Barberio said there weren ’ t enough incidents to meet the criteria the would lead to the installation of additional street lights .
“ Other than that , there ’ s nothing there . The criteria have always been if there was obviously a fatality , then it becomes a real concern , if there are some bad accidents there — kind of like five within the last five years — maybe one a year . So , the criteria don ’ t really fit ,” Barberio said .
In other news , residents
Matthew and Kimberly Zuccarello attended the meeting to receive an update on an issue they have been facing at their 215 N . Grand St . residence regarding a Verizon utility pole guidewire that is anchored into the sidewalk near their home and is creating a safety hazard .
The couple previously attended the July 20 PWTC / WSC meeting after they were told by Verizon that they would have to pay $ 2,500 to move the guidewire because they claimed the anchor point exists in a utility easement area .
DiDonato refuted Verizon ’ s claim during the July meeting and said it exists in a public right-ofway and therefore cannot be considered a utility easement area .
Since then , the town has been corresponding with representatives of Verizon and the Board of Public Utilities , and Barberio said it was suggested that the configuration of the pole be altered so it will anchor into the Zuccarellos ’ lawn instead of the sidewalk . Barberio was told that the proposed change could be done immediately at no cost to the homeowners .
Barberio said he was told that the $ 2,500 fee would be charged due to the fact that Verizon would have to reconfigure the tension of nearby utility wires on Wilbur Avenue if the ground anchor point was completely removed from the
