“The application tonight is a
simple minor subdivision of a
property that used to be, as its en-
tirety, Kessler Memorial Hospital.
We’re seeking minor subdivision
approval to carve off a single-fam-
ily home,” Howell said.
The applicant sought to subdi-
vide into two lots, one being the
commercial health park and the
other being a new residential lot.
There is currently a single-family
residence on the property.
rosefsky, who has been part-
owner of the property since 2011,
stated that Kessler Management
was only asking to be able to re-
turn lot to a prior state, which
would then allow them to sell the
parcel.
“at one point it was separated,
and by the time we had acquired
the property it had been merged
into the hospital ... The plan would
be to sell the property as an exist-
ing single-family home,” rosef-
sky said.
Hammonton Planning Board
Solicitor James Schroeder noted
that no variances were required in
the application, and that there
were several conditions for its ap-
proval which he read into the
record:
• The lot number and address
assigned to these two lots must be
approved by the tax assessor, and
a confirmation letter will be sup-
plied.
• The management of the
Kessler building shall install curb
and sidewalk where requested, in
conjunction with the town’s
planned curb and sidewalk project
in the vicinity of this property
within 120 days of the written re-
quest of the town engineer.
• There will be a lot line monu-
ment. There will be a marker
where the residential lot is split
from the highway business lot on
Central avenue so that both own-
ers will know clearly where the lot
line is.
The application was approved.
The second item on the agenda
regarded setting the board’s calen-
dar for the upcoming year.
Schroeder suggested that the
board keep its scheduled 24 meet-
ings for 2020.

meetings a month scheduled. We
can move quickly on certain big
projects, and things like that,”
Schroeder said.
Board member Jonathan Oliva
agreed, noting the convenience it
provides for Hammonton’s resi-
dents.
“i do think we should keep 24
meetings in 2020. it provides ap-
plicants a lot of flexibility for the
members of the community who
are coming here to see us specifi-
cally,” Oliva said.
Schroeder also pointed out that
ease of availability might prove
attractive to potential businesses
in Hammonton.
“if somebody’s looking at
maybe three or four different sites
for something they want to do in
several different towns, we can
get them in front of our board
quicker than anybody else. if you
look at the surrounding towns,
you’re not going to find another
town our size or anywhere close
that’s having two meetings a
month, potentially,” Schroeder
said.
additionally, having 24 meet-
ing times on the calendar would
allow the board to space out its ap-
plicants in a way that would be
more time-effective for all parties
involved.
“Sometimes we’ll get backed
up where we’ll have one big issue
that’s going to take an hour or so
in testimony. it’s very hard to pre-
dict when an hour of testimony
quickly turns into two, or, you
have objectors, three. So, big is-
sues, having a meeting dedicated
for those is important. Then
maybe the second meeting, you
try to bundle up three or four of
these smaller issues like the ones
at last meeting and the one
tonight,” Schroeder said.
Such meetings, however, are
only effective when enough mem-
bers are present.
“it’s very important for us to
have a quorum at these boards,
obviously, because people come a
long distance. Cancelling at the
last minute for a lack of a quorum,
is something we’ve had to do once
or twice this year,” Schroeder
said.
