The board approved the meeting minutes from July 17 before getting into the lone agenda item of the evening. Absent from the meeting were P.J. Pullia and Vincent Messina. Planning board member Joe Giralo abstained from the matter because his property is within 200 feet of the applicant’s, and board solicitor Michael Malinsky agreed it would be in the best interest of the board and the applicant if Giralo didn’t have voting rights. Applicant Thomas Costa read a statement that involved the specifics of what he wanted the board to consider in order for the proposal to be approved. “Last month, I had the lot sealed and striped for at least six cars and only three will be used. When it was an office, all spaces were used routinely, and in many cases, people parked in Mr. Curcio’s lot, which happens to be next door. I have included a sketch to show the current configuration,” Costa said. Costa was seeking to make two parts of the complex, upper and ground floor levels, a residential use. It was originally exclusively a home, it then became an office, but Costa always maintained a residential space on the upper floor for rental use. He was proposing a second residential space on the ground level of the home. Town planner Kevin Dixon went through his report, stating a site plan was needed for a change of use, but it could be waived if sufficient information was provided to the board. “There is no use variance required, so we can strike that from the language. The applicant is proposing the conversion of an office and a residential unit to two residential units. Ground floor residents and upper floor residents are permitted in a GW-1 district, and building types are limited to single house and accessory building. The upper and ground floor residential usage is in conformance with the ordinance.
