Council increases Wells 1 and 3 appropriation to $1.6 million

“We reviewed this in committee and we
had understood that the estimate from the
engineer might increase the cost … at the
last meeting we did not want to publish the
fact that the Spillfund was willing to increase the amount of funding that they
would provide to the project because we
didn’t really want to do that prior to the
contractors submitting their bids last
Wednesday. With that said, this is 100 percent reimbursement through the Spillfund,”
Wuillermin said.
According to Mayor Stephen DiDonato
the taxpayers will be initially responsible
for the $1.6 million, but will be reimbursed
fully by the Spillfund.
“All those funds will be spent, but they
will be a pass through. they will come from
the Spillfund, the $1.6 million the taxpayers
will seed and will get reimbursed 100 percent of that money from the Spillfund,” DiDonato said.
Council also awarded the bid for the
Wells 1 and 3 project to the lowest base bid
and alternate one, tKt Construction, DiDonato said. there was a question as to
why the bid was awarded to alternate one
and not alternate two.
“We went with the lower bidder and alternate one, i had some questions as to why
we didn’t go with alternate two,” Wuillermin said.
According to town engineer robert
Vettese, of Adams, rehmann and Heggan,
the Spillfund wanted the town to
bid for alternate one, in which the
town would purchase the two existing filter systems and purchase two
new ones and alternate two, in
which the town would purchase
four new filters, with the bid being
awarded to the lowest cost.
