Planning board approved subdivision for Valley Ave . property

PLANNING , from Page 1 Giorno were represented by attorney David a . thatcher . according to the agenda , “ Janice Nee / Kristine Kennedy wishes to subdivide their property of 3403 / 36 to create lot 36.01 for John Petrongolo / Victoria Giorno . No new town water / sewer is proposed for lot 36.01 , so applicant must either comply or request a D1 variance .”
“ they seek approval to subdivide the existing lot 36 to create two parcels … Mr . Petrongolo and Ms . Giorno are under contract to purchase one of the parcels ,” town planner Stuart Wiser , of town engineering firm adams , rehmann and Heggan ( arH ), said .
No home can be built in an r-1 zone unless it is served by a centralized wastewater treatment plan , planning board solicitor Wiser said , adding that a D1 variance is needed to build on the other lot to gain access to water and sewer . there is a sewer line and water line that comes down Cara Lane , Dr . Michael Hozik noted .
Wiser said that a D1 variance would not be needed now if the lot remained vacant .
Petrongolo addressed the board during the meeting .
“ Our main purpose is to keep it as vacant now … we have no plans right now . Our plans are to keep it vacant and extend our backyard and keep the same setup we have now ,” Petrongolo said . the board questioned if there would be any accessory buildings on the site . Board members were told there would not be by the applicant .
“ the subdivision as drawn fits in with the requirements of the town ,” board engineer William Loughney of town engineering firm arH said .
Wiser said that without the D1 variance , the application could be a planning board variance .
“ the variance that is required for the shed … the board has dealt with these ,” Wiser said . if the applicant were to use the water and sewer lines on Cara Lane for a later application to build on the lot , “ it ’ s just a plot plan application like any other home ,” Wiser said .
“ if there ’ s not a primary use there , if they want to put an accessory use there , they have to come back before the board ,” thatcher said .
“ if you look at the plan , there is an extension of the cul-de-sac , and they would have frontage on that ,” Wiser said , regarding the property the board was reviewing . the board approved the application unanimously . there were no zoning board items on the June 16 agenda . the board ’ s next actions were the approval of two resolutions .
Joseph LoSasso / robert Weisbecker ’ s application No . 3-21PB for a minor subdivision to change lot lines at a property located at 60 Plymouth rd . and 70 Plymouth rd ., Block 4801 / Lots 4 and 4.01 approved unanimously , with Councilman Jonathan Oliva abstaining . according to the agenda , “ applicants were granted a subdivision to take a small portion of Mr . Weisbecker ’ s property and add it to Mr . LoSasso ’ s property . No new lots or building .” the second resolution passed unanimously by the board was application No . 7-21PB made by Betts & Betts LLC seeking amended site plan approval the number of event dates on their property located at 450 N . Planning board member Jonathan Baske asked if the traffic study associated with the application receiving the resolution was being done and was told that traffic engineering firm Shropshire associates had been contacted about doing the study . the final item on the agenda dealt with “ updating and streamlining application and checklist .”
Board member Gordon Pherribo asked a question regarding certain questions on the form for the engineers checkoff list , specifically those regarding whether a property is served by city water or city sewer and changing the question to two separate questions on the form .
Wiser said he and Oliva , who is a member of the planning board , are working to revise the master plan , including upgrading the forms “ to bring them into the 21st century .”
However , Wiser said he did not have a problem with the change being made immediately at the meeting if board members approved of it .
“ i wouldn ’ t mind if the secretary wanted to change it immediately ,” Wiser said regarding the change Pherribo was requesting .
“ i can change it on the application . the problem is changing it on the online application ,” Kim MacLane said .
Hozik moved that the board authorize MacLane to make the appropriate changes to the water and sewer and septic and well questions on the application . the board approved the measure unanimously . Oliva said he would work with MacLane on making the change to the online version of the form .
Oliva said he was working with the town planner on the master plan , which he said would be “ a large document ” that would be given to the board in august of this year .
Wiser said the master plan would be about 300 pages .
“ it will be a complete update to the master plan … we will present to you a draft of the plan . You will have a chance to make any changes to the plan … the board will vote on it and we will make the change ,” Wiser said .
Wiser and Oliva each said the new master plan would explain why items from previous master plans would no longer be used , as well as explanations of the new elements , including historic preservation and green building . Both of those items are being reviewed by the Hammonton Historic Preservation Commission and the Hammonton environmental Commission .
“ it ’ s a document that will define how we develop the town moving forward ,” Oliva said .
“ the reason that this is so important is because when somebody requests a variance … you have to prove to the board to your satisfaction that the request will not undermine the master plan . the master plan is going to inform everything you do going forward ,” Oliva said .
MacLane is receiving a promotion within the construction office , she said , adding that before the end of 2021 , robin ripa would be the new secretary of the planning board . the board welcomed ripa during the meeting .
Board members Chris Kalani , Michael Pullia , Brooke Sacco and raymond Scipione were absent . the next meeting of the planning board will be held on July 7 at Hammonton town Hall , if there are any applications , board chairman ed Marinelli said .
