Council agenda provides updates on contaminated sites in town

TOWN , from Page 3 fixes the road before we do it , we ’ re going to talk about a fiveyear delay in putting off the project — which is not going to make it any easier when we have to bite the bullet ,” Wuillermin said .
Council also continued discussion regarding improvements to Valley Avenue , School House Lane and Union Road , particularly during the Public Works and Transportation Committee Report . Councilman Sam Rodio , the committee ’ s chair , was absent , so Wuillermin presented the report in his stead .
“ We approved the second reading of the Valley Avenue project and the School House Lane project . There is a 45-day estoppel period that ’ s associated with that . The next thing that we would have to do is , now that we have the contractor selected and the bid awarded , we have to get a construction and administration contract on each one of those projects ,” Wuillermin said .
Wuillermin said that Adams , Rehmann and Heggan Associates
( ARH ) had already submitted proposals , which were going to be covered later in the meeting during Town Engineer Mark Herrmann ’ s report — but which , with Herrmann ’ s consent , were discussed presently .
“ ARH has proposed , for the Valley Avenue project , the inspection and administration and construction management for the Valley Avenue project in the sum of $ 79,900 upon the completion of the estoppel period . I would put that in a motion that we would hire ARH for that purpose ,” Wuillermin said .
Furgione seconded the motion , which was approved .
Wuillermin said that ARH ’ s second proposal was for School House Lane .
“ It covers the administration and the construction management for that project . That is in the amount of $ 55,600 , and I will make that in the form of a motion ,” Wuillermin said .
Furgione seconded that motion as well .
“ It should be noted : when we talked in Public Works , we ’ re going to try to start this School House Lane towards the end of St . Joe ’ s school year , so we have this project substantially complete for when they go back in September ,” Furgione said . The motion was approved . In related business , council held the second public hearing for two infrastructure ordinances . The first was Ordinance No . 008 2022 – General Capital Bond Ordinance Valley Ave ., School House Lane and Union Road .
According to the language , the ordinance appropriates “$ 1,890,000 therefor ( including a state of New Jersey Department of Transportation grant in the amount of $ 310,000 ) and authorizing the issuance of $ 1,501,000 in bonds or notes of the town to finance part of the cost thereof .”
The second was Ordinance No . 009-2022 – Utility Bond Ordinance Valley Ave ., School House Lane – Water / Sewer Improvements .
According to the language , the bond appropriates “ an $ 835,000 grant received from the Federal American Rescue Plan Act of 2021 and available in the utility capital fund to pay for various utility improvements along School House Lane and Valley Avenue .”
Both ordinances were adopted and published .
Herrmann ’ s report also included the following information items of note :
• NJDOT – Local Aid Grants ( ARH No . 11-40041 ): The town was awarded funding for : Bikeways ($ 745,000 ), termination of current path to Hammonton Lake Park ; Safe Streets to Transit ($ 265,000 ), flashing beacons on 11th Street at the Bike Path Crossing and improvements to the train station . ARH will submit a proposal for the necessary land surveying services in order to initiate these projects .
• Octagon Oil / Vine Street Parking Lot ( ARH No . 11-01060 ): The lab results have been received and reviewed by ARH . The Remedial Action Permit ( RAP ) has been submitted to NJDEP . No additional action is necessary at this time .
• K & K Linens Property / 224 Vine Street ( ARH No . 11- 01094.01 ): The town is finalizing the contracting process , and ARH has submitted the parking lot design plans to NJ Pinelands for Public Development approval .
Once contracts are fully executed , ARH will schedule a preconstruction meeting . This project will require tight coordination between all involved due to the site conditions and permitting considerations .
• Mazza Muffler Site / 104 S . Egg Harbor Road ( ARH No . 11- 01102 ): ARH is in the process of completing a proposal to complete the environmental grant work . In the meantime , They are working on finalizing the demolition documents so this activity can be publicly bid .
• Skinner Property / 317 N . Egg Harbor Road ( ARH No . 11- 01074.01 ): ARH has reviewed the latest sampling results and is performing additional research and coordination with their LSRP to determine the next best steps forward .
• Celona Site Remediation – 130 Railroad Avenue ( ARH No . 11-01054 ): ARH is currently conducting a receptor evaluation at the site and working on completing the delineation and remedial investigation report .
• 2021 / 2022 Water Capital Projects ( ARH No . 21-0078 ): The design along each roadway has been completed . ARH is coordinating with the Director of Public Works to finalize the scope of the options under consideration . The project includes Route 54 , from First Road to Second Road ; South First Road , from 10th Street to the dead end in the vicinity of Birch Drive ; and a portion of the water main at the White Horse Pike and an extension along Seagrove Avenue . The Director of Public Works has been in contact with the property owners along Rt . 54 to obtain utility easements to allow the proposed water main to be relocated outside of the road . ARH will develop a proposal to prepare legal descriptions for each easement along the right-of-way . Once all easements are obtained , ARH will develop a proposal to revise the design plans .
Additional items of note in Vettese ’ s report included :
• Tennis / Pickle ball Courts , Middle School , Liberty Street : The contractor completed the pavement cores and analysis at the tennis courts . Once the town obtains the results of those tests , they will meet with a few contractors to discuss options for court repair or reconstruction and advise the town and school of those recommendations .
• NJDOT Municipal Aid 2022 : The town has received notice that , in addition to the $ 300,000 received from the NJDOT in October of 2021 for Old Forks Road , the following additional allotments have been recently announced : Bikeway Project Ph . II , $ 745,000 ; Safe Streets to Transit , $ 265,000 . Total allotment Fiscal year 2022 for the three projects : $ 1,310,000 . ARH will be providing a cost estimate to complete the survey work and base plans for the project .
During the meeting , Wuillermin noted Vettese ’ s involvement at a recent meeting of the Hammonton Planning Board in helping to create more sidewalks at Hammonton Business Park .
“[ He ] intervened in order to get some additional sidewalk that the applicant will install , and will help realize our pedestrian-friendly goals that we ’ d like to establish there ,” Wuillermin said .
