Planning board deems daycare application incomplete

Before testimony began, board
solicitor Joseph McGroarty ad-
dressed the board regarding a pro-
cedural issue.
“the planner from arH
(adams, rehmann & Heggan as-
sociates) has reviewed the appli-
cation and has noted serious
deficiencies in the application it-
self; mainly, the lack of a site plan
for the board to review. I’m of the
position that I’m not sure how the
board can evaluate this application
without such a site plan,” Mc-
Groarty said.
McGroarty then deferred to
planner Stuart Wiser to expand on
the matter.
“We have no paperwork that
speaks to anything that is required
for a site plan review and ap-
proval. If you go to page three and
four and five of our letter, that is
the checklist for minor site plan
approval. there are any number of
items northwards of about 20, 25,
and none of those have been sub-
mitted,” Wiser said.
additionally, Wiser said that the
variance being requested is the
most difficult to grant, and the ap-
plication contained no statements
from the applicant explaining why
it should be granted.
“the applicant can address that
by testimony, but it’s our experi-
ence that having something in
front of us before that we can re-
view is beneficial. With that, as
background, we cannot, at this
time, recommend that this appli-
cation be deemed complete,”
Wiser said.
For her part, the applicant ex-
pressed confusion as to the incom-
pleteness of the application.
“I submitted everything that
was on the application and did
everything, so I’m confused as to
what I was missing ... everything
that was on the checklist I did sub-
mit as well, so I’m just wondering
what was missing, and why
wasn’t it brought to my attention
before today,” Newsome said.

ceived a walk-in complaint of the
theft of a $12,000 irrigation pump
at 12:49 p.m. on February 13,

“You’re not required to have an
attorney, but it is difficult to navi-
gate zoning and planning ordi-
nances in any town without some
assistance. It’s not your fault, it’s
just that some of these things you
may not have known,” McGroarty
said.
Board vice-chairperson Gordon
Pherribo then inquired as to what
was given to Newsome when she
first received her application.
“I’m looking at the arH re-
quirements of everything that you
need. I don’t know if you saw that
or not. along with this applica-
tion, does she get a list of all of
these things that she needs when
she picks this up?” Pherribo
asked.
Wiser said discussions have
been taking place at arH to es-
tablish “more of a formalized
checklist procedure” for various
applications that may go before
the planning board.
“So that’s something we need to
work on. I wasn’t sure what went
out with this; now I know that this
does not go out with this, so that’s
something that we need to ad-
dress,” Pherribo said.
