If you have not heard by now , on August 9 , the Secretary of State announced its certification of Legal Missouri 2022 citizens ’ Initiative Petition on Adult-use Marijuana Legalization , qualifying it for the November 8 ballot as Amendment 3 . It ’ s been all over the network and online news of late , so if you haven ’ t heard , you must be living off the grid .
MoCann Trade ( a trade association for the Missouri Medical Cannabis industry ) reported , “ Missouri voters will soon have an opportunity to determine whether the Show-Me State becomes the 20th in the nation to regulate , tax and legalize marijuana for adult use .”
More than 400,000 supporters signed the Legal Missouri 2022 campaign initiative petition . State officials certified 214,535 voter signatures across the state ’ s eight congressional districts as valid , exceeding the required minimum of 184,720 needed to make the November 8 general election ballot .
We invited St . Louis attorney Denise McCracken to write a series of three articles about the details of the initiative for our August , September , and October issues ( see page 40 ). These articles will explain the details of Amendment 3 language to better educate readers before November 8 . The articles will not offer any opinion for or against Amendment 3 . This magazine remains a neutral media source and is100 % geared toward — as it says on the cover — Health , Wellness , and Education . We are working hard to help “ Change the Stigma ” and offer exclusive content for MMJ card holders , help add legitimacy to potential medical uses , the patient , and focus on product education , industry-related news , and businesses . We will not include any political opinions but rather let the voter decide . Ms . McCracken ’ s articles will provide Amendment 3 details to better inform the voter .
With that said , passage of Amendment 3 would allow Missourians ages 21 and older to possess , consume , purchase , and cultivate marijuana . MoCann Trade reported that it strengthens and benefits the current Missouri medical program and adds a minimum of 144 new cannabis businesses . MoCann Trade also said , “… tens of thousands of Missourians previously charged with nonviolent marijuana offenses would have their records automatically expunged — a critical criminal justice reform that , if passed , would make Missouri the first state where voters took such a step . A six percent state sales tax on marijuana would generate estimated annual revenue of at least $ 40.8 million , with an optional local sales tax of up to three percent yielding additional local government revenues of at least $ 13.8 million , a state auditor ’ s analysis projects . The actual public benefit could potentially be much higher — sales on Missouri ’ s medical marijuana market now average $ 30 million a month — $ 1 million per day or an annual pace of $ 360 million . Those public dollars , in turn , would cover implementation costs , including expungement , with remaining funds allocated to veterans ’ services , drug addiction treatment , and the state ’ s chronically underfunded public defender system .”
It should be an exciting November for all in the Missouri cannabis community and those who have fought so long for legalization and expungement .
