The countdown is on for November 8 , as Amendment 3 will be presented on the ballot for Adult-use Marijuana Legalization . “ Missouri voters will soon have an opportunity to determine whether the Show-Me State becomes the 20th in the nation to regulate , tax , and legalize marijuana for adult use ,” said MoCann Trade in an August news release . “ More than 400,000 supporters signed the Legal Missouri 2022 campaign initiative petition . State officials certified 214,535 voter signatures across the state ’ s eight congressional districts as valid , exceeding the required minimum of 184,720 needed to make the November 8 general election ballot .”
Beginning with our August issue , we invited St . Louis attorney Denise McCracken to write a series of three articles about the Initiative ’ s details for our August and September issues , with this October issue concluding her series ( see page 40 ). The articles do not offer any opinion for or against Amendment 3 , but rather the many details within the Amendment language to better educate readers leading up to November 8 . If you missed the previous two issues , please visit our website to review her articles . We are grateful to Ms . McCracken for taking her time away from her busy law practice to help better inform our readers about the details within Amendment 3 .
As mentioned in the last issue , this magazine remains a neutral media source and is 100 % geared toward — as it says on the cover — Health , Wellness , and Education . We are working hard to help “ Change the Stigma ” and offer exclusive content for MMJ card holders , help add legitimacy to potential medical uses , and focus on product education , industry-related news , and businesses . We will not include any political opinions but rather let the voter decide .
Want an opportunity to enter Missouri ’ s cannabis industry ? In this issue Ms . McCracken outlines the process for citizens interested in applying for “ Microbusiness Licenses ,” providing Amendment 3 passes .
Our November issue should be out by October 27 , if everything goes according to the press schedule . While that is a tight timeline leading up to the November 8 vote , we ’ ve invited attorney Dan Viets , the Missouri Coordinator for NORML ( the National Organization for the Reform of Marijuana Laws ) and the national NORML Foundation president , to write an article focused primarily on the specific provisions of the Legal Missouri Initiative . He assisted in drafting the marijuana legalization measure , “ Amendment 3 ,” which will appear on the November ballot .
“ There are a great many misleading and false statements about the Legal Missouri Initiative which are being circulated on the internet , and , unfortunately , sometimes by major mainstream media who uncritically report what internet trolls are saying ,” Viets said . “ It is NORML ’ s mission to set the record straight and correct the falsehoods which are being widely circulated .”
Viets ’ article will inform readers about the Initiative and exactly what it “ will ” and “ will not ” do . Viets says , “ Amendment 3 will legalize the possession , use , consumption , and cultivation of cannabis for all persons over the age of 21 . It will not limit the number of commercial licenses the state of Missouri may issue to people who wish to cultivate cannabis , manufacture infused products , or sell cannabis to adults in retail establishments . It will mandate the expungement of marijuana arrests and convictions for hundreds of thousands of Missourians . It will mandate the issuance of at least 144 new commercial marijuana business licenses to cultivate , manufacture , and dispense marijuana to adults .” And Viets will cover much more . Be sure to grab the November issue quickly , as we hope it will help dispel the misleading statements being circulated that Viets mentioned .
