It ’ s the Holiday Season , and Plenty to Celebrate !
It ’ s been all over the news , and everyone knows Amendment 3 passed legalizing adult-use marijuana in Missouri . Over one million voters voted in favor of Missouri becoming the 20th state to legalize adult-use marijuana . However , don ’ t hop in your car and head off to the nearest dispensary just yet . Now , for the Department of Health and Senior Services ( DHSS ) that oversees the Missouri medical marijuana program , the Amendment 3 adult-use implementation timeline begins .
November 9 , MoCann Trade Association reported , “ Because of our robust medical program , implementation in Missouri is expected to be quicker and smoother than almost any of the 19 states that came before us . The DHSS has already communicated that they don ’ t anticipate anything slowing down the implementation timeline approved by 1,089,326 Missouri voters yesterday .” Here is the timeline for adult use implementation :
● December 7 , 2022 – Initiative becomes effective and is added to Missouri ’ s constitution ( until that date , be careful , as marijuana remains illegal in Missouri unless you have a state-issued medical ID card .)
● December 7 , 2022 – Medical marijuana ( commercial ) license holders may start requesting a conversion to a comprehensive ( medical + adult use ) license from DHSS . The DHSS has 60 days to act upon this request , otherwise it is deemed approved .
● February 2023 – Adult-use sales could begin near February 6 to 8 .
● The DHSS could begin sales sooner , but it has 90 days from when the law was put into effect ( December 8 ), or else adult-use sales at dispensaries can automatically begin .
● Recreational buyers , age-21-plus , may purchase up to three ( 3 ) ounces and possess six ( 6 ) ounces .
● Medical patients can purchase six ounces and possess 12 ounces unless they are a cultivator , and then it would be 18 ounces .
● Every Missourian may grow up to 18 plants and may “ gift ” ( not sell ) up to three ( 3 ) ounces to another adult .
Missouri Constitutional Amendment 3 also made history by being the first state in the nation to automatically expunge past nonviolent marijuana offenses .
“ This enormous step forward for criminal justice reform will result in hundreds of thousands of Missourians having their records cleared , at no cost to them , for an activity that is now legal ,” said John Payne , Amendment 3 Campaign Manager .
“ Missouri will see millions in new revenue pour in each year for veterans ’ health care , drug treatment , and our severely underfunded public defender ’ s office . The vote immediately puts an end to nearly 20,000 arrests each year for minor marijuana violations , freeing up vital law enforcement resources to fight serious and violent crime ,” said Payne .

Lee Burgess , Director of Retail Operations for Kansas City Cannabis Company , addresses what consumers can expect now that Amendment 3 has passed . It should help answer some questions .
