The developer installs the network in the ground from head-end to home and it becomes an estate asset . The homeowner pays the once-off in class of service ( CoS ), or separately for the in-home installation and CPE . The service provider supplies and maintains the active head-end on an SLA to manage the network ( licensed provider ENS / Icasa )
A BENEFICIAL RETROFIT OPTION WOULD BE :
Network installed and managed by service provider − free . Head-end installed and managed by service provider − free . Homeowner to pay once-off connection fee for CPE and services . By virtue of an SLA per unit , per month , connected or not , a small levy is paid on a three- or five-year term , either as a rent-to-own or a full maintenance lease .
