The developer installs the network in the ground from head-end to home and it becomes an estate asset. The homeowner pays the once-off in class of service( CoS), or separately for the in-home installation and CPE. The service provider supplies and maintains the active head-end on an SLA to manage the network( licensed provider ENS / Icasa)
A BENEFICIAL RETROFIT OPTION WOULD BE:
Network installed and managed by service provider − free. Head-end installed and managed by service provider − free. Homeowner to pay once-off connection fee for CPE and services. By virtue of an SLA per unit, per month, connected or not, a small levy is paid on a three- or five-year term, either as a rent-to-own or a full maintenance lease.
