Health Care Coverage
Health insurance is not mandatory; therefore,
uninsured patients often cannot afford the latest
medications because drug prices remain high.35
Many patients must buy their own drugs because
the state share in the total market volume is low35
and the most expensive medications cannot be
covered by the state budget. The government
has historically financed only 15% of the total
expenditure for pharmaceuticals, including that for
the hospital segment.36
As a result, approximately 46% of the total health
expenditure in Ukraine in 2013 was paid by
individuals, and 94% of an individual’s health
expenses were paid out of pocket.6
