Legislation will promote safety of UTV operators
State Reps . Kevin Miller ( R-Newark ) and Phil Plummer ( R-Dayton ) have introduced legislation that will modify regulations for utility task vehicles .
House Bill 237 gives authority to county commissioners to allow or disallow UTVs ( commonly referred to as side-by-sides ) on their respective county and township roads within their jurisdiction while bringing statewide uniformity to traffic laws and safety regulations .
“ Currently , the laws regarding UTV use are subject to interpretation , leading to confusion and potential inconsistencies in enforcement ,” Miller said . “ Bringing clear uniformity to traffic laws and safety regulations will make it easier for law-enforcement agencies to enforce the rules and for consumers to understand their rights when operating UTVs on public roads .”
The legislation also will promote the safety of UTV operators and passengers .
“ When Ohioans are riding in UTVs on our roadways , we want to make sure they are doing it safely ,” Plummer said . “ That ’ s why our legislation includes mandatory safety equipment such as a roll cage ,
two red reflectors , a rearview mirror , a windshield and seat belts for all occupants . These measures will protect individuals and minimize the risk of accidents and injuries .”
Additionally , the legislation requires UTV operators to undergo an equipment inspection by law enforcement , provide proof of financial responsibility , and obtain and display a valid registration / plate before operating on roadways .
The legislation awaits committee assignment .
