River View board discusses options for former school

By Josie Sellers For The Beacon
River View Superintendent Chuck Rinkes gave an update about the former Keene School property during the Jan . 14 board meeting .
The district and the Coshocton Port Authority have been in discussion with PrimePath Ventures business partners Robert Vaile and Jim Lepi . They are interested in turning the property into housing for the age 55 and over population . This would be the third former school for the company to renovate . They have already done one in Zanesville and one in Roseville .
“ The school would be turned into assisted living , and the playground side of the property would have condos for independent living ,” Rinkes said . “ It would be a private pay residential situation . My wife and I have looked at downsizing our own home , and there is not a whole lot out there for people right now .”
The builders looking at the site have said they are willing to pay the appraised value of the building , share the history of the school within their new development and use the Keene name in the facility .
“ They are even open to having open houses and meeting with property owners at the church there to discuss their ideas ,” Rinkes said . “ I think this is a good idea for the next season of Keene School . It would enhance what is going on there instead of being an eyesore or getting knocked down .”
When a public school is closed , the district can put it up for public auction , or the property can be transferred to the county commissioners because it is considered a government building . The county port authority , which is an arm of the county commissioners , can then work with the school district to find a suitable buyer for the building who would hopefully keep it from becoming a dilapidated structure .
“ Since the Keene building sits right in the middle of the area , we wanted to find somebody who would get more of a useful life out of it ,” Rinkes said .
Once ownership of the building is transferred , the district would work with the port authority and the commissioners on the sale of the property .
The district also still owns the former Conesville School property . The only changes there so far are the transfer of the playground property to the Village of Conesville and some additional space for the shelter , parking and driveway entrance .
“ The school district retains the right for an easement in and out of the property for any new owners of it and our right to currently use it ,” Rinkes said . “ We are waiting on the possibility of sewer and water lines coming to the Conesville Industrial Park . We are very excited about that possibility . Once that happens , the property the school sits on becomes more lucrative .”
The next property the district might sell would be its land above Roscoe .
“ There is a housing shortage in Coshocton , and that property is ready to go with sewer and city water ,” Rinkes said .
