Hydropower project for Zambia

The preferred bidder will be expected to carry out all the
works on a full turnkey basis for a fixed price, with LPC
wishing to finance all or part of the project through limited
recourse project finance. The financing package will include
Export Credit Agency (ECA) financing.
The firm selected to carry out the works acknowledges
that LPC requires ECA supported funding for the project,
which will need to be executed in a manner acceptable to
LPC. Firms submitting an EOI must have proven experience
in EPC assignments for hydropower projects, preferably in
sub-Saharan Africa, and shall not have been blacklisted by any
bank or financial institution.
The Lufubu Hydropower Project (Lufubu HPP) has been
submitted to the Zambia Environmental Management Agency
(Zema) for EIA approval. Studio Pietrangeli is designing the
Lufubu HPP cascade. The client is LPC, a special-purpose
vehicle formed under the laws of Zambia as an independent
power producer (IPP) seeking to develop a cascade project.
LPC was established to develop a 326MW hydropower
cascade on the Lufubu River Basin in the Northern Province
of Zambia and is now requesting expressions of interest
from experienced bidders for the design, engineering
procurement, construction, and commissioning (EPC) of the
first stage of the hydropower cascade with a nominal capacity
of 163MW.
Selected applicants will be invited to submit a proposal
in response to the tender documents by submitting an EOI,
which demonstrates their ability to provide the works,
setting out references for at least four dams at least 50m
high, and four power plants with an installed power of at
least 50MW, and 100km of transmission lines with 132kV
minimum nominal voltage, which the firm has implemented
and commissioned over the past 20 years.
The proposed Lufubu Hydropower Project will comprise
three power plants (LU1, LU2, and LU3) in cascade with all
the components of the power train:
• Interconnecting 132kV transmission lines and associated
• Switchyard(s)/substation(s) linking the three power
plants
• Construction camps and access roads to the hydropower
sites.

Tanzanian road upgrade

This invitation for expression of interest follows the
General Procurement Notice that appeared in the Public
Procurement Regulatory Authority’s Tenders Portal dated
18 May 2018. The Government of the United Republic
of Tanzania, through Tanzania National Roads Agency
(TANROADS), has set aside funds for the operation for

carrying out consultancy services during the 2018/2019
financial year. It is intended that part of the proceeds of the
fund will be used to cover eligible payments under various
contracts for feasibility study and detailed engineering
design. The regional manager’s office, TANROADS
Singida, on behalf of the chief executive officer, now
invites sealed tenders from eligible consultancy firms
to indicate their interest in providing various services:
feasibility study; detailed engineering design; preliminary
environmental and social impact assessment; economic
evaluation and preparation of tender documents for
upgrading of Sabasaba–Sepuka–Ndago–Kizaga Unpaved
Regional Road (R429) (77.4km) to bitumen standard.
