ON CONSULTANTS’ DESKS Mega project Rosslyn Hub announced Multipurpose Big Cedar Property Development Rosslyn, Gauteng Project: Client: Location: A R3-billion mixed-use mega project was officially launched at the African Smart Cities Summit, co-located with the Totally Concrete Expo, at the Gallagher Convention Centre, in Johannesburg, on 16 May. Known as the Rosslyn Hub development, it will include 1 200 houses and 250 rental apartments; a hospital and clinic; a hotel and conference centre; pre-primary and high schools, as well as a university with student housing. It will also include two shopping centres and a filling station, town centre, waterfront development, and a racetrack. The project is a key step towards the creation of the Tshwane Auto City (TAC), a collaborative project between government and the automotive industry to transform the area into the leading automotive investment destination in Africa. Rosslyn is already home to four automotive manufacturers — BMW, Nissan, Iveco, and Tata — along with a grouping of automotive suppliers. In addition to the automotive plants already established in Rosslyn, the hub will comprise a development logistics park and vehicle distribution centre, a truck staging area and truck stop, motor showrooms, a motor retail area, and an outdoor automotive pavilion. The hub will benefit from its proximity to existing transport infrastructure, including access to the Capital Park Rail logistics hub. The Automotive Industry Development Centre (AIDC), which is mandated to support the automotive industry in becoming globally competitive, developed the TAC concept and, as an implementing agency of government, is the project manager for the hub's development. The aim is to produce 1.2-million vehicles and deepen the manufacturing base by stimulating investment and increasing local content. The project is expected to create 160 000 jobs. Between 2008 and 2018, around R12-billion has been invested into the Rosslyn area. Following the launch of the hub, a 400% increase in investment in the next decade is anticipated. The last BMW 3-series produced in Rosslyn. 6 - CEC August 2018 Infrastructure, electrical City Power Kempton Park, Gauteng The timeline for construction of the new 1 000MVA/400/275/88kV Sebenza Substation located in Kempton Park, Gauteng, has been extended for a further 12 months (from 36 to 48 months). The value of the project is approximately R850-million and will now complete in October 2018. The substation is being constructed and project managed by Consolidated Power Projects (CONCO) for City Power and is the biggest substation to be built in South Africa in the past 10 years. It will also be one of the main intake substations in the north-eastern region of Johannesburg. This makes it one of the country’s hubs destined to stimulate much-needed economic growth. It has been built with expansion in mind and is intended to increase in capacity from 315MVA to 1 000MVA. This will dramatically improve reliability and stability of the grid. Project: Client: Location: New Sebenza substation The Sebenza substation, similar to this one, will be the largest built in South Africa in 10 years. West African lithium mine Project: Client: Location: Infrastructure Birimian Mali Tenders have been invited for the Goulamina Lithium Project, which comprises a large land holding (295km²) covering highly prospective lithium pegmatites in the Bougouni Region of southern Mali. It is approximately 150km by road from Mali’s capital, Bamako. The project hosts a spodumene (lithium) pegmatite deposit at Goulamina with a published mineral resource (compliant with JORC 2012 Reporting Guidelines) of 32.9Mt @ 1.37% Li 2 O (0.4% Li 2 O cut-off, 451 000t contained Li 2 O). In January 2017, the results of a scoping study concluded that the project was of sufficient commercial potential to justify progression to a pre-feasibility study. The PFS on the project has confirmed the technical and economic viability of Goulamina with four possible development scenarios considered. Estimated capital cost ranges from USD86.9-million to USD412-million. The Goulamina Lithium Project was previously called the Bougouni Lithium Project. The company has changed name to more closely reflect the geographic location and avoid possible confusion with other lithium projects.
