Men ' s Club Clinic

Rules up , a program on pace of play and Charbonneau etiquette was offered to Charbonneau residents by the Men ' s Club . There were 48 attendees from women ' s and men ' s golf groups , and the program was very well received . There were many good questions which led to a very active group participation session .

The 2018 Oregon legislative short session ended on March 3 . We faced two challenges this year : House Bill 4092 - Aurora Airport
Freshman Representative Rick Lewis proposed a bill that stated a state airport with at least 350 based aircraft ( which limited it to the Aurora State Airport ) may extend a state airport runway on land zoned for exclusive farm use ( EFU ) without going through the usual state land-use requirements .
We understand Representative Lewis told legislators that there was no opposition to the bill , receiving as a result the co-sponsorship of 20 Representatives and six Senators . That was despite the fact we had met with him last November and said we - the City of Wilsonville , Friends of French Prairie and others - were opposed to this attempt to circumvent Oregon ’ s land-use laws . The bill did not specify how much EFU land was to be taken now for a proposed extension that has not yet been approved by the Federal Aviation Administration .
Many Charbonneau residents wrote emails to the House Committee on Transportation opposing the bill . Some 20 attended the hearing ; and former Oregon Supreme Court Justice Bill Riggs , Eric Hoem and I testified in opposition , along with Clackamas County Commission Chair Jim Bernard , Wilsonville Mayor Tim Knapp , Ben Williams of Friends of French Prairie and others .

been approved , though it has not . They all stressed the importance of an extension for safety and the Airport ’ s contribution to jobs , the large tax base of Airport businesses , etc . It was stated it was needed to “ save time and money .” Testimony by those in opposition centered primarily on defeating a bill that ignored the established land-use process and excluded stakeholder involvement in the decision making . Faced with a diversified opposition group , apparently unexpected by many of the sponsors , and with no indication of urgency , the bill was passed to the Rules Committee , where it eventually died .
House Bill 4031 - Attempted Red Barn Amendment
Late in the session , at a time when the notice period requirement is dramatically reduced to one hour , HB 4031 , a bill to provide land-use control of “ guest ranches ” in Eastern Oregon , came before the Senate Committee on Environment and Natural Resources . In a typical , so-called “ gut and stuff ” maneuver , Bob Lanphere ’ s lobbyist attempted to add an amendment to the bill that would have rezoned the Red Barn property at our I-5 Exit from EFU to Rural Commercial .
At short notice , several residents attended the hearing in Salem . Bill Riggs , Larry Walker and Wayne Richards testified in opposition to the amendment , as did other organizations . Our Senator , Alan Olsen , a member of the Committee , successfully led the opposition to that amendment being given a vote . So , the attempt failed .
