The Following Shows Offices that are Currently ( a ) Closed to the Public , ( b ) Open to the Public with Special Access , or ( c ) Open and Allow Pro Se Litigants to File Paper Pleadings Instead of Using the County ' s E-file System
Bartow - Fully open to the public ; pro se litigants can file paper pleadings over the counter , or if the litigant prefers to e-file , the clerk ’ s staff will assist in that effort .
Butts - Fully open to the public ; pro se litigants may file paper pleadings over the counter .
Carroll - Open to the public by appointment only ; once appointment is made , pro se litigants may file paper pleadings over the counter .
Cherokee - Fully open to the public ; the Clerk ’ s Office staff will help a pro se litigant ’ s effort to use the office ’ s computers to e-file pleadings and will also allow pro se litigants to file paper pleadings over the counter .
Clayton - Closed to the public , therefore pro se litigants must resort to trying to e-file pleadings themselves .
Cobb - Fully open to the public ; pro se litigants may file paper pleadings over the counter .
Coweta - Closed to the public in general ; however , the public can visit the Clerk ’ s Office by appointment only ; by appointment , pro se litigants may file paper pleadings over the counter .
DeKalb - Superior and State Court Clerk ’ s Offices are closed to the public , but the Probate Court is open to the public ; pro se litigants in Superior and State Court cases have to resort to trying to e-file pleadings themselves .
Douglas - Fully open to the public ; pro se litigants may file paper pleadings over the counter .
Fayette - Closed to the public ; pro se litigants must resort to trying to e-file pleadings on their own .
Forsyth - Fully open to the public ; pro se litigants must e-file their pleadings , but there are e-filing terminals and scanners for the public located in the lobby of the Clerk ’ s Office ; everyone entering the Courthouse will be screened and all must wear a mask .
Fulton - Fully open to the public ; the Clerk ’ s Office staff will assist pro se litigants in e-filing pleadings at the clerk ’ s office . The filing of paper pleadings is not allowed in Fulton County courts .
Gwinnett - Only socially distanced in-person access to the Clerk ’ s Office with only limited windows for filing ; admission to the Clerk ’ s Office requires one to proceed to the fourth door on the left ; pro se litigants must e-file pleadings , but one of the clerks can assist a pro se litigant using one of the terminals in the Clerk ’ s Office .
Hall - Fully open to the public ; pro se litigants may file paper pleadings over the counter .
Henry - Fully open to the public ; pro se litigants may file paper pleadings over the counter .
Newton - Fully open to the public ; pro se litigants may either file paper pleadings over the counter or receive assistance in the clerk ’ s office with e-filing pleadings .
Paulding - Fully open to the public ; pro se litigants may file paper pleadings over the counter ; the Clerk ’ s Office will not assist pro se litigants with e-filing in the office .
Rockdale - Fully open to the public ; pro se litigants may file paper pleadings over the counter .
Spalding - Fully open to the public ; pro se litigants may file paper pleadings over the counter .
Walton - Although the Clerk ’ s Office is open to the public , if someone needs access to the record room and / or wants to e-file pleadings at the computer terminal kept in the record room , an appointment needs to be made in advance ; pro se litigants may file paper pleadings over the counter in the Clerk ’ s Office .
