PARENTAL
RIGHTS, DEi, CURRICULUM TRANSPARENCY, & STUDENT PROTECTIONS
➔ Parental Rights
• Reaffirms that schools may not infringe on constitutionally protected parental rights, including: a Directing moral and religious upbringing a Making educational decisions a Consenting to medical, psychiatric, and psychological treatment
• Allows restrictions only if: a Necessary to further a " compelling state interest " such as lifesaving medical care a Done in the least restrictive way a( For context: A " compelling state interest " is a legal term that requires more than a valid reason for a district ' s action, but instead requires the district ' s reason for the action to be of the highest level of importance or need)
• Requires in-person parentteacher conferences at least twice a year
➔ Frivolous Suits or Proceedings
• Expands TEC 11.161 to allow districts to recover court costs and attorney ' s fees for frivolous administrative proceedings with judicial findings and an order dismissing the case or ruling in the school district ' s favor as well as lawsuits, excluding IDEA cases and grievances

• Requires districts to publish an annual report with: a Square footage of each building a Acreage of land which district buildings are located a Student capacity of each instructional building a Campus and grade-level enrollment capacity a Current enrollment by campus and grade level a Campus building use details
• Directs the Commissioner to adopt rules and publish reports on the TEA website annually
➔ Student Clubs
• Prohibits school authorization or sponsorship of clubs based on sexual orientation or gender identity
• Requires written parental consent before any student may participate in any club
➔ Charter Schools
• Subjects charters to additional requirements, including: a DEi Restrictions a Parental access to instructional materials a Parental engagement policy a Parent info on student health needs a SHAC formation and use
