message:
After
a
short
section
introducing
the
legislative
system
in
Yemen,
this
chapter
looks
at
the
provisions
that
might
legitimise
a
right
to
water
in
the
Constitution
and
other
laws
and
treaties.
From
the
analysis
of
the
provisions
contained
in
these
texts,
it
emerges
that,
despite
the
absence
of
an
official
recognition
of
a
right
to
water,
the
recognition
of
contingent
rights
can
provide
a
framework
for
it.
What
is
still
missing
in
the
current
legislation
is
any
measure
to
ensure
the
enforcement
and
protection
of
these
rights,
by
proper
conflict
resolution
mechanisms,
which
may
result
in
an
increase
of
conflicts.
