The general norms in the region that imposed
semi-presence systems and support centers,
have been modified, and currently virtualization
has been authorized and works in several
countries among which we can mention Mexico,
Honduras, El Salvador, Costa Rica, Panama,
Colombia, Ecuador and Paraguay. In Argentina the
postgraduate offer is enabled. In all countries
where the virtual offer was enabled, bimodal forms
of offer (distance and online) were formed.
Currently, legal frameworks have been approved
that authorize universities to offer 100% virtual or
online programs in Mexico, Costa Rica, Colombia,
El Salvador, Paraguay, Ecuador, Panama and
Argentina, as well as Puerto Rico. In addition, a
large number of institutions of higher education
traditionally public in the framework of their
autonomy, have been incorporating 100% virtual
offers in Bolivia, beyond others in which the virtual
offer is almost entirely with the sole exception of
conducting exams and even these come to use
skype and synchronous communication.
