Te Toi Ahorangi 2030, sets a clear direction for
tangata whenua and the Bay of Plenty District
Health Board (BOP DHB) to achieve Toi Ora,
flourishing descendants of Toi. Inspired by the
eighteen iwi of Te Moana ā Toi, Te Toi Ahorangi
affirms a tangata whenua worldview.
Together, the Māori Health Rūnanga and Board are
committed to upholding Te Tiriti o Waitangi. Our
unified vision, voice and intention is to drive toward
a whole of system transformation to Toi Ora that
will facilitate tangata whenua led development. We
are determined to realise improved health and
wellbeing outcomes for tangata whenua and all
people living in Te Moana ā Toi.
The name Te Toi Ahorangi honours the great
ancestor Toi te Huatahi of this region and
acknowledges the spiritual threads that connect us
to Ranginui and Papatūānuku, and all things.
These sacred threads weave our past, present and
future as one.
Te Waka o Toi is introduced in this Strategy to
provide a Kaupapa Māori vessel for change and a
platform for both iwi and crown to work
collaboratively towards Toi Ora. A living expression
of our Te Tiriti o Waitangi partnership, Te Waka o
Toi draws on wayfinding legacies that protected
the preservation of indigenous life for centuries and
enabled our ancestors to flourish. The structural
integrity of Te Waka o Toi is premised on notions of
partnership, balance, equity and unity. It is said
that a waka that is securely bound will never
become separated.
The vision of Toi Ora requires us to embark on a
journey together as one where we are all
responsible. Together, the Māori Health Rūnanga
and the Board are jointly responsible for governing
the implementation of this Strategy. As voyagers
and visionaries, we stand at te kōwhao o Te Waka
o Toi, the centre of our waka as we navigate
towards Toi Ora. Come with us. Together, our
efforts will make significant shifts in not only our
health system, but our region of Te Moana ā Toi
that will enable tangata whenua and all peoples to
flourish.
