TE TOI AHORANGI The Str@egy As tangata whenua, we aspire to live like our tūpuna, in ways that uphold our sources of mana. Like our ancestors before us, before a challenging voyage we will draw from our sources of mana: Mana Atua, Mana Tūpuna, Mana Whenua, Mana Moana, Mana Tangata. We refer to traditional knowledge handed down and consider the resources we have, the conditions we might expect and the reference points we can use to guide our way. As tangata whenua, we aspire to live like our tūpuna, in ways that uphold our sources of mana. TOI ORA, flourishing descendants of Toi, is the shared vision of our eighteen iwi. It is a reflection and extension of significant collaboration and co- design efforts undertaken in 2007. Strategically nestled beneath the cloak of He Korowai Oranga, Te Toi Ahorangi 2030 aligns with our national Māori Health Strategy that envisions ‘Pae Ora – healthy M ā ori futures’. In acknowledgement of our eighteen iwi, we have identified the concept of Iwi Ora - an addition to the three interconnected elements of Pae Ora; Mauri Ora (flourishing individuals), Whānau Ora (flourishing families), and Wai Ora (flourishing environments). Iwi Ora (flourishing iwi) is an integral element of what Toi Ora means for our region as we acknowledge that iwi must lead, determine and guide pathways to Toi Ora to influence change where it matters most for our people. These four elements provide the framework for the outcomes that we will achieve. The BOP DHB’s vision ‘Kia momoho te hāpori ōranga - healthy, thriving communities’ is implicitly interwoven throughout tangata whenua aspirations to flourish as descendants of Toi. Tangata whenua aspire to live well, stay well and get well in the places they live, learn, work and play – in ways that uphold their sources of mana, and that ultimately leads to a state of Toi Ora. 2 TE WAKA O TOI is conceptualised as a waka hourua, a Kaupapa Māori vessel for change, that provides a platform for iwi and the crown to work together. It acknowledges the restoration of balance and power that is required to ensure our success, as we voyage towards Toi Ora. 3 14 | Te Toi Ahorangi 2030 Draft Māori Health Strategy THE MISSION on board Te Waka o Toi is focused on three Pou Ora, our change principles that affirm our intent and determination towards Toi Ora: Toi Tū te Kupu (upholding our word); Toi Tū te Mana (upholding our power); Toi Tū te Ora (upholding our vision). Toi Tū asserts that we must stand first as descendants of Toi so that we may flourish. As an approach, Toi Tū is housed within the three Pou Ora of Te Waka o Toi that determine its direction. The POUTĀHU, the main mast of the waka, represents TOI TŪ TE KUPU - the notion that we must uphold our word and aspirations as iwi and the crown. The POUTOKOMANAWA is the heart of the waka, where our mauri and mana are located. TOI TŪ TE MANA resides here as it affirms He Pou Oranga - the sources of mana that we uphold to lead to Toi Ora. The POU-URUNGI holds the wisdom of our celestial and ancestral knowledge within our vision. TOI TŪ TE ORA - is the vision that we uphold to guide our d i r e c t i o n t o w a r d s To i O r a throughout the life course in ways that each generation is supporting each other in reciprocity. The Pou-urungi is controlled by Tohunga, our tangata whenua experts who, alongside our leadership hold the vision to sustain flourishing descendants of Toi and all peoples living in Te 1 Moana ā Toi. Te Toi Ahorangi 2030 weaves the sacred threads of He Pou Oranga and the elements of Toi Ora to form the compass that will guide Te Waka o Toi.
