The 84th Texas Legislature will begin their session with record
amounts of surplus funds available at the same time as they
face an unconstitutional school finance system. Calls for tax
relief seem to be distracting the legislature from its constitutional
duties with respect to public education. This presentation will examine the need for funding reform, the positions of policymakers,
and the prospects for various outcomes.

This presentation will focus on the impact of changes in property
value on state aid under the foundation school program. It will
provide a look at some of the dramatic swings in property value
that have been occurring among school districts and will examine
some implications associated with property value growth and decline, particularly as school districts transition out of target revenue funding. We will discuss prudent budget practices in times of
value growth and decline. We will also discuss TEA estimates and
the cash-flow implications of rapid property value change.
