Nauna rito, nagdaos ng workshop noong September 27 ang Philippine Barangay Folkdance Troupe Rondalla sa Pastor Art Center na dinaluhan ng mga grade 7 at grade 8 students ng Marian Learning Center and Science Highschool (MLCSH) habang ang Sinukwan Kapampangan Performing Arts ay sa Batangas City Sports Center na dinaluhan ng mga mag-aaral ng Batangas State University, MLCSH, Cristo Rey Institute for Career Development at Batangas Highschool for Culture and Arts. (PIO Batangas City) DOE Pushes Oil and Gas Exploration in PH with New Contracting Round THE Department of Energy (DOE) is set to conduct a series of roadshows to help boost the exploration of oil and gas resources in the Philippines under the DOE’s Philippine Conventional Energy Contracting Program (PCECP). The DOE will be in Palawan on Thursday (20 September) to jumpstart the local roadshows. This will be followed by other roadshows to be held in Davao on 27 September and Zamboanga on October. These three venues were selected to host said events as they are strategically located near some of the 14 pre-determined areas (PDAs) of the DOE for potential petroleum exploration and development activities. The PDAs include one area in the Cagayan Basin, three in Eastern Palawan, three in Sulu, two in Agusan-Davao, one in Cotabato, and four in Western Luzon. During the roadshows, local communities will be oriented on the benefits of hosting exploration and development projects and its greater contribution to nation-building. The PCECP is the DOE’s revised and transparent petroleum service contract awarding mechanism that allows the government to develop and utilize indigenous petroleum resources under a service contract with qualified local and international exploration companies. Under the PCECP, awarding of service contracts are conducted either through the competitive selection process or via nomination. Aside from the 14 PDAs, the PCECP now has an added option of allowing prospective investors to nominate areas outside of the PDA list. “We have to be aggressive in our pursuit of achieving energy self-sufficiency as envisioned by the Duterte Administration. P r e s i d e n t i a l Spokesperson Harry Roque, Jr. said the President is pushing for the immediate enactment into law of Senate Bill No. 1826, or the Security of Tenure and End of Endo Act of 2018. “Itong bersyon po ng Senado ay nagbabawal sa lahat ng labor-only contracting at hindi po ini-exempt na itong mga contractor ay malaki ang kapital o maraming investments,” he cited. Roque was referring to a provision in the existing Labor Code allowing the practice of labor-only contracting among companies with substantial capital or investments, which could be in the form of tools, equipment, machinery, or work premises. “Ang posisyon po ng Presidente, sa loob ng existing Labor Code, tinapos na po niya ‘yung ENDO dahil pinapa-regularize na po ‘yung mga empleyado na hindi regular sa mga kumpanyang pinagtatrabahuhan nila,” the Spokesperson stressed. “Pero may depensa po talaga ‘yung mga contractors at tsaka ‘yung mga employers, dahil exemption sa existing law ‘yung mga kumpanya, ‘yung mga recruiting companies na malaki ang kapital,” he added. Roque said if passed into law, the anti-ENDO bill would prohibit any and all forms of labor-only contracting.
