PSWDO INTENSIFIES MENTAL
HEALTH AWARENESS FOR YOUTH
IN view of the celebration of the National Youth Day,
the Provincial Government of Cavite thru the Provincial
Social Welfare and Development Office in partnership
with the Pag-Asa Youth Association of the Philippines
spearheaded the event with the theme “Mental Health
Awareness for Youth” desired to raise the consciousness
of the young people about mental health issues and
promote a healthy lifestyle and mentally-resilient
community on October 30, 2018 at the Provincial
Gymnasium in Trece Martires City.
Ms. Brendalyn L. Salazar, Social Welfare
Officer III of PSWDO facilitated the whole-day session
which was attended by 160 youths from different cities
and municipalities in the province.
During the assembly, National Secretary
General of Youth for Mental Health Coalition Ms. Ray
Alyannah Ysabel Lagasca discussed the topic ” Mental
Health for Youth ” as she educated everyone on the
right behaviors in dealing with pressure. She advised
the youth to recognize the things and situations that
triggered them, exercise proper time management and
remain to have a positive perception about things. She
also echoed that mistakes should be treated as stepping
stones to success and reminded everyone that the words
that they will utter and the actions that they will do may
affect the mental well-being of the people around them.

Development Specialist Atty. Khervy B. Reyes who
attended on behalf of Governor Jesus Crispin “Boying”
C. Remulla expressed his gratefulness for such
meaningful program and congratulated everyone who
participated in the occasion.
In the afternoon, the event was highlighted
with the Spoken Poetry Competition joined by 16
participants who shared their insights on mental health
awareness. Ms. Maurice Balolong of Dasmariñas City
was hailed as the champion while Mr. Rico Jay Eroyla
Balinsohe of the City of General Trias and Mr. Joey
Basijan of the City of Dasmariñas bagged the 1st and
2nd place , respectively.
Members of the Division Federated Supreme Student
Government of Dasmariñas under the Youth Formation
Program of Dasmariñas were also in attendance to show
their commitment in boosting the youth’s mental health
consciousness.

MANILA-- Fighting corruption and removing corrupt
officials of the Bureau of Customs (BOC) will be the
top priority of newly-appointed Commissioner Rey
Leonardo Guerrero.
During his speech at his first flag-raising
ceremony as head of the Bureau on Monday, he also
vowed to implement reforms in the agency and to
further enhance their performance of its personnel as
public servants.
“But the fight against corruption and cleansing of the
BOC of corrupt officials will be my top priority as your
Commissioner,” the new Customs head said.
“Sa dahilan na ito ating paguutos sa pagpapatigil
sa systema ng tara at ano pa man pamamaraan pag
hingi or pagtanggap ng suhol sa pakikipag transaction
sa ating ahensya (With this, we would stop the system
where personnel are prone to bribery),” he added.
Guerrero also urged the public to report to
authorities those who will use his name in any of the
transactions in the agency so that he can appropriately
deal with these unscrupulous individuals.
“In this regard, concerns and transactions in
the bureau should follow official channels and the
regular process. Everything should be documented,
reported and transparent,” the Customs chief added.
He noted that he will use his power and
authority to be able to accomplish his mission, and
asked Customs personnel to help him to do these tasks.
“I will use the full extent of the powers and authority
given to me as your commissioner to make sure that I
will accomplish my mission,” Guerrero said,
“Ibalik natin ang tiwala ng ating mamayan sa
BOC, sa ating ahensya, at sa lahat ng empleyado (Let
us bring back the trust of our people in the BOC, in the
agency and to all of our employees),” he added.
On Wednesday, Guerrero officially took over
the Customs Commissioner’s post, succeeding Isidro
Lapeña who was designated as the Director General
of the Technical Education and Skills Development

MANILA -- As of October 25, the Department of Budget
and Management (DBM) has released P3.599 trillion, or 96
percent of the P3.767 trillion budget for fiscal year 2018.
“We are in the fourth quarter of the year so we will secure
the swift release of funds as authorized by the General
Appropriations Act (GAA),” said Budget and Management
Secretary Benjamin E. Diokno. “79% of the 2018 Budget
was released in January 2018 and we have maintained the
quick yet prudent pace of budget releases,” he added.
Allotment releases issued by the DBM, enable
agencies to incur obligations to finance the delivery of
public services, such as roads and bridges, health and
education services, and other poverty reduction programs
and projects. In fact, allotment releases to the line
departments have reached PhP 2.220 trillion, which is 97%
of the programmed budget for government agencies. These
include funds allocated for departments in the Executive
branch, Congress, the Judiciary, and other constitutional
offices.
Meanwhile, fund releases from Special Purpose
Funds (SPFs) have amounted to P397.1 billion, equivalent
to 80% of the allocation to SPFs in the 2018 Budget. Most
of the releases have come from the Budgetary Support
to Government Corporations (BSGC), Miscellaneous
Personnel Benefits Fund (MPBF), Pension and Gratuity
Fund (PGF), and the National Disaster Risk Reduction and
Management Fund (NDRRMF).
These lump sum funds are for specific programs
and projects that have not yet been identified in the budget
preparation phase, which are then released subject to
special provisions or conditions authorized by the GAA.
For instance, the PGF will finance the pension and
retirement benefits of retiring uniformed personnel, while
the NDRRMF may be tapped for the relief, rehabilitation,
and reconstruction of communities in case of calamities
such as a typhoon.
P965.4 billion, or 98% of the program for
Automatic Appropriations has also been released as of
October 25. The Internal Revenue Allotment for local
governments has been released in its entirety, amounting
to P522.7 billion this year. Other significant releases under
automatic appropriations are for the purposes of interest
payments and retirement and life insurance premiums of
government personnel. Automatic appropriations are for
programs and projects budgeted in the annual spending
program by virtue of legislation, hence are “automatic” in
nature.
Some major releases in October 2018 include:
PhP 34.0 billion to the Department of Public Works
and Highways (DPWH) for the implementation of the
Basic Education Facilities program of the Department of
Education (DepEd), P1.1 billion subsidy to the Land Bank
of the Philippines for the PUV Modernization Project, and
P6.7 billion to cover the pension differential arrearages of
the Armed Forces of the Philippines (AFP).
“We will continue to provide updates on the
status of the 2018 Budget as these are public funds,” said
Secretary Diokno. “Our people can count on the efficient
and transparent release of funds care of the DBM,” he
concluded.
