Tropical Wines and Spirits Pavilion presents unique PH’s alcoholic beverages
With a vision for the Philippines to be Asia’s best source
of tropical fruit wines and spirits, some of the country’s
best local manufacturers unite to collectively present
the sublime quality of alcoholic beverages unique to the
Philippines.
The cluster of homegrown wine makers aims
to have a unified voice in showcasing their health-
laden alcoholic beverages using Philippine indigenous
ingredients. The goal in bringing together the alcoholic
beverage companies is to professionalize the industry and
capture niche markets here and abroad.
For this reason, the 13th edition of IFEX
Philippines dubbed NXTFOOD ASIA, is the best platform
to reach their mission of going global. From May 24, until
Sunday, May 26, the tropical wines and spirits group will
showcase their top-of-the-line ensemble of liquors and
spirits based from various Philippine fruits and vegetables
at the World Trade Center Metro Manila.

Filipino alcohol drinkers may not be familiar
with the bubble gum or raspberry-flavored fermented
coconut sap lambanog called “Lambalites.” Perhaps even
more so with the Libug (Lipote-Bugnay) and Malibug
(Mango-Lipote-Bugnay), local berry-based red wines that
have already received awards from international wine
competitions.
What started as an advocacy that aims to convert
denuded forests into productive agricultural lands is now
producing world-class Bignay wine.
A local honey-based wine believed to cure colds
and cough problems that started as a hobby is now entering
the mainstream wine market.
Rice wines, oregano-based wines and other
exciting alcoholic beverages are now displayed not only
for foreign buyers, wine enthusiasts and connoisseurs but
also for the local market to taste and relish. These healthy
alternatives to mainstream alcoholic brews are now set to
elevate the alcoholic beverage sector.
The public is invited to appreciate the abundant
and diverse ingredients that make the Philippines one
of the best sources of delectable food products and
culinary inspirations offered by more than 600 local and
international exhibitors from different food sectors.
IFEX Philippines NXTFOOD ASIA is organized
by the Department of Trade and Industry (DTI) through the
Center for International Trade Expositions and Missions

DENR Calabarzon to Brigada
Eskwela participants: Practice
solid waste management, no
burning
CALAMBA CITY-- The Department of
Environment and Natural Resources (DENR)
Calabarzon reminded all Brigada Eskwela
volunteers here to thoughtfully practice solid waste
management (SWM) and strictly no burning of
wastes.
The DENR Calabarzon Regional Strategic
Communications and Initiatives Section and
the Youth Desk Office have been conducting
environmental talks to highlight the importance
of SWM and its challenges. In addition, DENR
field offices have dispatched personnel to visit
and inspect public schools to ensure that SWM is
implemented and that there will be no open burning
of wastes.
SWM is the Department’s commitment to
the Department of Education for this year’s Brigada
Eskwela program themed, “Matatag na Bayan Para
sa Maunlad na Paaralan,” which ended on May 25,
2019.
The week-long event, which involved
maintenance and improvement of facilities of all
public schools nationwide, hoped to create mounds
of wastes such as empty paint and varnish cans,
wall papers and classroom decors made of paper
materials, and plastic sachets of floor wax and other
cleaning materials, among others.
DENR Calabarzon told brigada eskwela
volunteers that the only way to reduce wastes going
to the landfills is by segregating, reducing plastic

Accelerated spending needed to achieve growth target for 2019
PASAY CITY -- In Monday’s committee hearing on
the status of implementation of the 2018 budget and
the effect of the four-month re-enacted budget on
the 2019 projected economic growth, Senator Loren
Legarda, Chair of the Senate Committee on Finance,
said that accelerated spending and implementation
of government programs are needed to achieve its
growth target for 2019.
Department of Finance (DOF) Secretary
Carlos Dominguez said that the growth target for
the first quarter of 2019 is between 6.6 and 7.2
percent, however, the impasse on the 2019 budget,
among other factors, caused the government to
reach an amount of P1 billion underspending per
day, decelerated GDP growth by 5.6 percent, and
affected the implementation of programs for the first
quarter of the year.
Among the sectors affected in the delayed
passage of the 2019 budget is the education sector
because 18,575 classrooms were not repaired and
4,110 classrooms were not constructed. It also
caused delay in the implementation of the new
school dental health program and in the awarding of
grants to 328,889 Senior High School students.
Legarda said that the concerned agencies
could have utilized the re-enacted budget of 2018
or an amount not exceeding the 2019 National
Expenditure Program (NEP) and should not
have waited for the President to sign the General
use, and establishing composting bins/areas in
their gardens.
In Mayapa Elementary School in Calamba,
Laguna, students have set up gardens inside the
school making full use of their composting bins to
produce compost. They are planning to have a mix
of herbs, flowering plants, and vegetables.
DENR Calabarzon is committed to provide
several flowering trees to schools as soon as they
are able to determine areas where the trees can be
planted.
The Brigada Eskwela Program also known
as National Schools Maintenance Week was
institutionalized by virtue of DepEd Order No. 24,
series of 2008. (DENR4A)
Appropriations Act of 2019.
Moving forward, Legarda agreed with
Dominguez that accelerated spending can still allow
the government to reach its growth targets.
The DOF guaranteed that the spending
commitment of the two main infrastructure agencies,
the Department of Public Works and Highways
(DPWH) and Department of Transportation
(DOTr), will cover its target disbursement for the
rest of 2019 and assured that the implementation
of its priority socioeconomic programs, including
the Pantawid Pasada, Pantawid Pamilyang Pilipino
Program (4Ps), National ID System, Fuel Marking,
and Social Pension, will boost spending and growth.
Dominguez also reported that the growing
population of the country requires double efforts
from the agriculture sector to expand by at least two
percent annually.
Legarda suggested that there should be
sustained efforts in improving the environment and
conditions for farmers, particularly in providing
fertilizer and access to roads and addressing
irrigation, climate change, and other land issues. She
agreed with Dominguez that agricultural research
must be improved and convergence among agencies
in rural and agricultural areas must be strengthened.
Legarda will also conduct a hearing
with other government agencies, especially the
Department of Agriculture, to discuss strategy on
how to meet the two percent growth target because
in 2018, the agriculture sector only grew by 0.1
percent.
“May this be a lesson for the government
and for all of us. The underspending of P1 billion per
day could have gone to education, health care, and
social services. It resulted in the delay of programs
and greatly affected the lives of our constituents,”
said Legarda.
“However, we are confident with the
commitment of the DOF and of the government
to drive our economy to the growth we aim for, as
well as to ensure that the government continues to
deliver quality services and programs to the people.
We must not only meet our growth targets, but also
ensure that the lives of Filipinos are improved,”
Legarda concluded. (OSLL)
