REGATA 1V-A “in recognition of their exemplary performance for being among those Firsts in attaining 100% compliance rate of submission of the Q4 2017 Electronic Statement of Receipts and Expenditure (e SRE) Reports among LGUs in the Entire Region”. According to OIC City Treasurer Nila Petronila Olivario, their office’s timely submission of e SRE reports to the regional and national offices of the Department of Finance is very important. This is because the e SRE reports are shown online and officially serve as the bases of the assessment of the city’s Good Financial Housekeeping which is one of the criteria in bestowing the DILG Seal of Good Local Governance on a local government unit. M e a n w h i l e , Olivario reported that for the first quarter of this year, their office collected 41.57% amounting to P759.6 million of the city’s P1.8 billion- annual budget under the General Fund. Of the annual Special Education Fund (SEF) budget amounting to P275 million, 44.31 % or P121.8 million was collected. (PIO Batangas City) Series of road repairs, reblocking along EDSA set for summer weekends MAKATI -- The Metropolitan Manila Development Authority (MMDA) today advised motorists and the commuting public that portions of Epifanio Delos Santos Avenue (Edsa) will undergo reblocking and repair works for the rest of the summer weekends. In a statement, Jojo Garcia, Acting MMDA General Manager said private contractors of the Department of Public Works and Highways (DPWH) will begin the series of road works starting this weekend, March 23-26 up to June 1-4, 2018. “Areas covered by the repairs are the stretch of Aurora Boulevard to P. Tuazon on the southbound side and Nepa Q-Mart to Kamuning area on the northbound side,” said Garcia. Based on agreed schedule, road repairs will only be done from Friday, 11 pm up to Monday, 5 am. Garcia said the concrete reblocking activities will only be done one lane per every segment, assuring the public that Edsa would remain passable. However, the riding public are advised to expect traffic slowdown due to closure of affected portions. Based on records, around 300,000 vehicles are traversing Edsa daily. The MMDA gave its clearance for the repair works on badly damaged areas on Edsa while there is a low volume of vehicles in the metropolis and schoolchildren are out on school vacation. Motorists are encouraged to use Mabuhay Lanes and other alternative routes to avoid being caught in traffic. “We always tell the public that any kind of obstruction will cause traffic on Edsa. This early we want the public to know about this road repair and maintenance work so they can plan their trips ahead,” said Garcia. He said clearing operations to remove illegally parked vehicles would remain so as to provide alternative roads for affected motorists. REGATA 1V-A President Duterte speaks at 39th PNPA Commencement Exercises TRECE MARTIRES, CAVITE – The air was festive as the sun shone ablaze during the 39th PNPA Commencement Exercises last Wednesday, March 21 while the 106 cadet graduates listen attentively to President Duterte’s speech. Pres. Digong arrived late for the event and was apologetic as he explained the reason for his late arrival. He revealed that he met with Labor Secretary Silvestre Bello III to work on the final draft of the Memorandum of Agreement to safeguard the welfare of Overseas Filipino Workers (OFWs) in Kuwait. He mentioned the added requirements for the MoA such as the contract of government to government and mandatory provisions such as allowing our OFWs at least seven hours of sleep a day; decent and nutritious meals to be fed not just leftovers and there would be no confiscation of passports, if ever only the surrender of passports on the arrival table of any country of employment where Filipinos work in numbers. Like in his previous speech at last year’s PNPA graduation rites, Pres. Duterte stressed his support for the police force as he assured them of sponsoring a legislation that aims to provide funding for the academy to be able to enlist more uniformed personnel. He was wishful for the enlistment of other tribal brothers and sisters as the President called for more Moros, as well as Ilocanos and Visayans, to join the PNPA or the Philippine Military Academy (PMA). Pres. Duterte noted, “That not all the Moro of Mindanao are our enemies. So maybe next time there should be a percentage of the Moro people joining PMA or the PNPA. We need them. As a matter of fact, kailangan talaga natin sila”. He even cited the five-month siege of the Battle in Marawi where, “Many of the Moro people who were soldiers were there and many died for our country.” With the controversies raised against the President’s drive against lawlessness and his fight against illegal drugs, he had been very vocal about his backing for the uniformed personnel as he assured the graduates asserting, “And if there are events that would occur, intended or not intended, for as long as you are in the performance of duty, do not be afraid or add stress on your persona”. Meanwhile, the Chief Executive advised the new graduates to be wary of the dangers with possible encounters against the Sparrow which he says are very active. “Bantay kayo kasi the sparrows are very active. Kayong may mga baril, be sure not to display it, and be sure to keep a low profile. And if you enter a place na hindi naman kayo kilala, keep a sub rosa style of movement,” he said. During the event, the President showed a playful demeanor as he teased Vice- President Leni Robredo who for the third time this week had shared the stage with him. “This is the third time that I have greeted you, my lady. Una sa PMA in Baguio, then Fort Bonifacio kahapon at dito ngayon. Sana po may graduation pang iba para magkita pa rin tayo. I love to see my vice president,” Duterte sweetly addressed the ever-gracious VP Robredo who was among the special guests in the event. The President and the Vice President served the coveted awards for excellence to the top two cadet graduates and welcomed the 106 members of the Maragtas Class of 2018 to the force.
