Broño MANILA - - The public can now access e-Services of the Department of Social Welfare and Development after launching of the online application and processing for the issuance of travel clearance certificate for Minors Traveling Abroad and the issuance of certificate of Registration and Licensing of Social Welfare and Development Agencies (SWDAs) and Accreditation of Service Providers (SPs). The social welfare and development agency launched on Monday (July 9) the enhanced DSWD-E Serves at its National Capital Region (NCR) Field Office in Manila. DSWD-NCR Regional Director Vincent Leyson said that the NCR field office will benefit a lot in the online services seeing that most of the applicants are their clients. “The long hours of documents processing will be and there will be no more long lines of applicants since they will be applying online,” Leyson said. According to Director Felino Castro, head of DSWD’s Information and Communications Technology Bureau said, the enhanced E-Services is part of DSWD’s thrust to provide ease of doing business to the public. “We are trying to minimize the hardship of people applying for government services. This is the modern method of DSWD’s slogan ‘Maagap na Serbisyong May Malasakit,’” Castro said. “The department is still looking for more ways of easing the public’s difficulties in accessing their services. This also includes looking for gateways for easing payment services,” Castro added. He also gave assurance that the public will be able to monitor their application in all its stages. The Travel Clearance for Minors Traveling Abroad as provided for in Administrative Order No. 12 series of 2017 of the Omnibus Guidelines for Minors Traveling Abroad is a social protection service of the Department to provide security to minors going abroad without their parents/legal guardian. It also safeguards them from abuse, exploitation, discrimination and other related acts that my constitute child trafficking. Meanwhile, registration and licensing of SWDAs and accreditation of SPs are also core regulatory functions of the Department. Through these functions, DSWD ensures that organizations engaged in social welfare and development services operate in compliance or in accordance with set standards. It also ensures that beneficiaries and the public are protected against any malpractice and exploitation; The online applications for travel clearance certificate and license registration/accreditation may be accessed through the official DSWD website or through www. dswd.gov.ph/services. Paunan VALENZUELA CITY-- Presidential Communications Secretary Martin Andanar on Wednesday announced the launching of a “Government Satellite Network” (GSN) on the day of the President’s State of the Nation Address, which will be implemented by the Presidential Communications and Operations Office. In a press conference Wednesday at the Pamantasan ng Lungsod ng Valenzuela, Andanar said the GSN will be the government’s tool for transmission of information via video, audio, and satellite internet connectivity across the country, especially to remote areas, using advance satellite and Internet Protocol Television (IPTV) technology. “Marami po tayong barangay sa labas ng Metro Manila, na hindi po nararating ng mobile communications, at wala rin pong television at internet, so ito pong Government Satellite Network na ilulunsad natin sa darating na State of the Nation Address ng Pangulong Duterte ay magiging isa sa mga solusyon para mai-connect natin ang ating pamahalaan sa mga kanayunan, sa mga purok, sa mga barangay sa pamamagitan ng satellite,” Andanar said. He also described the satellite technology as being able to carry multiple TV channels and provide two-way or multiple 4K tele-conference communication, in addition to internet delivery. “Magkakaroon po ng iba’t ibang channels, meron pong People’s Television Network, Radyo Pilipinas, [weather bureau] PAGASA Channel, DILG [Channel], in fact, gusto po ni Mayor Rex Gatchalian na magkaroon din po ng Valenzuela Channel. Kasi marami po ang [channel allocation] pagdating sa satellite television,” he added. He said continuous efforts are being made to improve the government’s media presence and make it on par with the leading private media entities in the country. Prior to the press conference, Andanar attended the celebration of the 149th birth anniversary of Dr. Pio Valenzuela held at the City Hall of Valenzuela as guest of honor. In his keynote address, he dedicated the project in honor of Dr. Pio Valenzuela, saying that the local hero’s contribution to the Katipunan’s communications strategies. “I am dedicating the Government Satellite Network Project to Dr. Pio Valenzuela, siguro siya po talaga ang father of public information officers sa bansa,” he added. Historian Professor Xiao Chua, who also attended the event, described the Valenzuela hero as the public information officer and communications strategist of “Pangulong Andres Bonifacio” during the revolutionary period. Chua said at the height of the revolution, Valenzuela founded and published the “Kalayaan,” a patriotic organ, which inspired Filipinos and helped increase the Katipunan membership. (PIA-NCR)
