DBP inks pact with
Cavite LGU to boost
service delivery

MANILA -- State-owned Development Bank of
the Philippines (DBP) signed a Memorandum of
Agreement (MOA) with the local government of
General Trias in Cavite to undertake several projects
that would boost efficiency and increase productivity
in the city, a top official said.
DBP president and chief executive officer
Cecilia C. Borromeo said the bank will assist
in automating the human resource and payroll
processing of the local government while boosting
its tax collection efforts through the bank’s Point-of-
Sale (POS) Facility and Internet Payment Gateway
(IPG) facilities.
“With the POS facility, residents and business
owners in General Trias City can now pay their real
property taxes using debit, credit and prepaid cards,
while the IPG would facilitate online acceptance of
payments of the taxpayers’ real property and business
dues,” Borromeo said.
General Trias is a first-class component city
in the province of Cavite. It has a population of over
400,000 people and has a total of 6,434 registered
commercial establishments as of September 2018.
Borromeo said the partnership would allow
the city government to broaden tax payment options
to its residents, while increasing collection efficiency
and generating savings, through streamlined payment
collection, and reduced operational expenses.
Under the agreement, DBP will install two
additional ATMs to serve the local government’s
employees and its residents, she said.
General Trias city mayor Antonio A. Ferrer
said the joint initiative with DBP will help the
city government increase its tax collections, while
enhancing service delivery to its constituents. (DBP)

In his welcome remarks, CHED Chairman Dr.
J. Prospero E. De Vera III stressed the importance of the
occasion, “It is historic because we (UniFAST Governing
Board) have completed a task that looked almost
impossible when the law was passed, …we’ve cracked our
heads for the past couple of months for the implementing
rules and regulations (IRR) and vetted the possible TES
beneficiaries. And today, we will sign the Memorandum of
Agreement to create the legal basis for the money to reach
our poor but deserving students.”
“We have crafted the IRR, readied the
implementing guidelines, received 1.1 million applications
for the 300,000 slots and have now identified the 300,000
beneficiaries that will be assisted by government so they
can complete their education,” De Vera added.
The CHED Chair also emphasized, “RA 10931 provides
the mechanism for the complementation of public and
private HEIs’ efforts to provide access to quality higher
education. This joint effort between public and private
HEIs will ensure that we will produce a more educated,
better trained and highly employable workforce for the
future.”
“Because we are giving stipends for the whole
academic year, next year, we would only worry about the
incoming freshmen, so the task is easier and with your help
and support, we will make sure that the TES beneficiaries
are identified earlier and the money is downloaded faster,”
ends Chair De Vera.
Also present during the signing ceremony were
CHED Commissioners Dr. Ronald L. Adamat and Dr.
Lilian A. de las Llagas.
The UniFAST Governing Board consists of the
Chair of CHED as UniFAST Chair, the Director-General of
the Technical Education and Skills Development Authority
(TESDA) and the Secretary of the Department of Science
and Technology (DOST) as Co-Chairs, the Secretary of
the Department of Education (DepEd), representatives
from the Department of Labor and Employment (DOLE),
National Economic and Development Authority (NEDA),
and the National Youth Commission (NYC) as members.
The chair, co-chairs and members are with the UniFAST
Board by virtue of their permanent positions in their

The DSWD saw the usefulness of the machine
during the last strong typhoons as the Department was
able to deliver almost immediately family food packs to
Filipinos in need because the system of preparing them
was very efficient and mechanized.
It has also introduced the innovative way of
packing goods from plastic to boxes which is now more
convenient and environment-friendly.
As part of the partnership, the first mechanized
production system was installed at the National
Resource Operations Center (NROC) in Pasay City.
Sec. Bautista expressed the Department’s sincere
gratitude for the generosity of UN-WFP.
Sec. Bautista added, “It would be great if we
can establish another disaster production center in
Mindanao, which we hope that WFP can also help us
with.”
In response, Country Dir. Gluning expressed
his joy for the realization of the project and said that he
looks forward to the continuation of the friendship and
partnership.
“I think there is a great deal of opportunities in
Mindanao and Luzon, and in our continued partnership,
it is something we can achieve in the future,” he said.
Country Dir. Gluning continued, “The
Philippines is a beautiful island state, which has the
problem of being located at the ring of fire and is visited
by numerous typhoons yearly. With the system, we are
now seeing that the impact of natural hazards is being
reduced. However, we can still better prepare, better
respond, and we can still do more.”
“The reward we get from this partnership is
that more affected families will not go to sleep hungry.
And for us responders, we can also sleep peacefully
knowing that we were able to give the assistance that
disaster survivors deserve,” Sec. Bautista concluded.
