LGU Laguna convene stakeholders to
strengthen social welfare programs

CALAMBA CITY, Laguna, Dec. 10 (PIA) – The
Provincial Government of Laguna (PGL) convened
stakeholders to strengthen collaboration and assess
implementation of social welfare and development
programs in the province.
“This committee meeting is a great opportunity
in time to evaluate and assess our performance in line
with the implementation of the programs of DSWD
and how this program achieve sustainable development
and impact in the lives of the poor and marginalized
families,” Laguna Governor Ramil L. Hernandez
conveyed in his transcript, through Committee Vice
Chair Ernesto Montecillo, during the 4th Laguna
Provincial Advisory Committee (PAC) Meeting last
November 20.
The Provincial Government affirms support to
the initiatives of the Department of Social Welfare and
Development (DSWD) as they concur with the same
goal of improving the quality of lives of the Lagunenses.
“The goal of the programs is the sustainable
growth through real empowerment so as to allow them
to stand on their own feet and make a living on their
own,” the Governor stressed.
On the same event, Montecillo applauded the
different national government agencies and provincial
offices for their unwavering support to the DSWD’s
national programs including the Pantawid Pamilyang
Pilipino Program (4Ps).
“I know that there are various national and local
government programs implemented for the benefit of
our poor fellowmen, perhaps we just need to collaborate
to identify our common beneficiaries to assess whether
we are able to uplift their status,” he pointed out.
Laguna Provincial Link Mildred Mina presented
the updates and targets on the implementation of 4Ps in
the province. To date, there are currently 43,190 active
household beneficiaries of 4Ps in the Laguna Province.
On the other hand, Provincial Grievance Officer
Hermio B. Cortezano Jr. talked about the Election
Protocols and frequently encountered questions for the
4Ps beneficiaries.

Team Leader Gina Dela Cruz also updated the
committee members with the SWAD programs and
services, particularly the amount of financial assistance
– medical, burial, educational and referral, among

They had a total of 7,777 clients and disbursed
a total amount of P22, 945, 694.00 for the period.
Social Welfare Officer Mae Ann Zaragosa
discussed about the ongoing Leadership for Convergence
Program (LCP) which is a parallel, complementary, and
customized training program for the DSWD personnel.
The learnings from the program will equip
social workers and officers to more effectively
implement the projects of the agency.
DSWD testimonials
The assembly also served as a venue for
testimonials of two of the families helped by the 4Ps
initiative and were bestowed with Huwaran Pantawid
Pamilya awards.
Gojo Cruz Family of Majayjay, Laguna was
adjudged as the 4th runner-up National Winner for the
Huwaran Pantawid Pamilya 2015.
They are now giving back to the government by
volunteering as facilitators for the Family Development
Sessions (FDS) for 4Ps recipients in their locality.
Meanwhile, the Maraña Family from Sta.
Maria, Laguna who emerged as the 1st runner-up in the
National Search for Huwaran Pantawid Pamilya 2018
expressed their gratitude for the help extended to them
through the program.
Their dream of bequeathing education to all
their children are gradually being realized with the
aid of 4Ps. In fact, their two younger kids were able to
finish their elementary education with highest honors.
Moreover, their eldest named Christine Jane
had already finished her studies with the degree,
Bachelor of Science in Elementary Education (BEEd)
at Laguna State Polytechnic University (LSPU) –
Sinoloan Campus under another DSWD program called
the Expanded Students Grants-in-Aid Program for
Poverty Alleviation (ESGP-PA).
“Napakalaking bagay po para sa amin ang
programa ng gobyerno na naipatutupad at nakakatulong
sa amin, gayundin ang pagdaraos ng FDS o Family
Development Session na lalong nakakapagpatatag sa
aming pamilya,” remarked Barangay Councilor Joseph
Roderick B. Maraña, the head of the family awardee.

implemented and help our family, as well as the
conduct of FDS or Family Development Session which
strengthen our family mean a lot to us.)
The FDS has guided them in nurturing and
communicating with their children, promoting equality
in their home, and realizing the importance of having
faith in God.
Aside from being “Huwaran,” they also
received a Special Award as the AlaGAD (Affirmative
and Laudable Advocacies on Gender and Development)
ng Pagbabago for demonstrating gender equality in
their way of life as a family.
He said his family vows to work hand-in-hand
with the government in elevating the lives of other
people in their community. As a barangay official, he
will begin with his own village by promoting good
practices and proposing projects that will better the

the Department of Justice said there is a big possibility that there
will already be a promulgation on the case of the 32 journalist
victims by the first quarter of 2019.
According to him, the government shall continue
reaching out to and addressing the needs in the media sector.
He said a press freedom caravan will roll out in the regions to
provide updates on the Freedom of Information and the Task
Force on Media Security.
Part of the caravan will be the issuance of passports to
media members who have yet to process their own passports.
The mechanics for the passport processing for media
will be formulated by the Department of Foreign Affairs and the
Philippine Information Agency, the Secretary said.
Andanar said the passport for media program was
borne out of his sorties to the provinces where 40 to 60 percent
of media members in each province he has visited have no
passports.
A family member of the media practitioner will also be
entitled to a passport, he added.
On the same occasion, he handed over to media
members the copies of a handbook on ”Personal Security
Measures for Media Practitioners” that was produced by the
PTFoMS led by Executive Director Usec. Egco.
The handbook provides guidelines in ensuring safety

COMMODITIES SIGNED
THE signing of an inter-agency convergence Memorandum of
Understanding (MOU) which was in line with the Philippine
Rural Development Project‘s (PRDP) goal to increase
productivity and competitiveness on Cavite’s top commodities
including coffee, mango, banana, pineapple, cacao, coconut,
lowland vegetables and dairy carabao was held on December
10, 2018 at the Ceremonial Hall of the Provincial Capitol
Building in Trece Martires City. On behalf of Governor Boying
Remulla, Provincial Planning and Development Coordinator
Mr. Jesus I Barrera joined Department of Agriculture Region IV
CALABARZON Regional Executive Director Arnel V. de Mesa
and Cavite State University President Dr. Hernando Robles
during the inking of the agreement, expressing gratefulness
for the continued support and funding of DA to the province.
Among the government agencies represented during the MOU
signing were the Philippine Coconut Authority, Department of
Trade and Industry, Department of Agrarian Reform, Philippine
Carabao Center, Department of Science and Technology,
National Irrigation Administration, Department of Environment
and Natural Resources, National Dairy Authority, Agricultural
Training Institute, Landbank of the Philippines and Agriculture
Credit Policy Council. Its acceptance of responsibility
signifiesstronger commitment and linkage to various agencies in
order to assure its support for competitiveness with additional
PRDP interventions on different segments of the value chain.
