President Duterte renews call for mandatory ROTC
TANZA, Cavite — President Rodrigo Roa Duterte
renewed his call for the revival of mandatory Reserve
Officers’ Training Corps (ROTC) for college students
to beef up the country’s defense on Thursday,
November 22.
“Let me take this opportunity to ask Congress
to expedite the passage of the Reservist Employment
Rights Act that is currently pending in both Houses
of Congress,” he said in a speech during the 35th
founding anniversary of the Army Reserve Command
(ARESCOM) at Camp Gen. Mariano Riego De Dios.
“I likewise encourage Congress to enact a
law that will require mandatory ROTC for Grades 11
and 12, so we can instill patriotism…love of country
among our youth,” he added.
However, if Congress fails to come up with
a law on mandatory ROTC, he said he might issue an
Executive Order to make it obligatory, stressing it is a
constitutional requirement for citizens to defend their
homeland.
During the anniversary celebration, he asked
the officials and personnel of the ARESCOM to never
waver in their commitment to provide crucial support
to the AFP whenever and wherever it is needed.
“Together, let us build and defend the
foundations of a stronger, safer, and truly progressive
Philippines, where our children can thrive and become
productive members of our society,” he said.
He also commended ARESCOM’s role in
disaster response when earthquakes and storms hit the
country, with its personnel always ready to respond.
Last year, army reservists from Lanao del
Norte Ready Reserve Infantry Battalion and Misamis
Oriental Ready Reserve Infantry Company were
instrumental in successfully liberating Marawi City.
It was the first time for a Commander-in-
Chief of the Armed Forces of the Philippines to engage
in such event at the army reserve camp.
Over 2,000 regular and reservist personnel
and ROTC command from the National Capital Region
and Region 4A joined the event.
In the last three decades, the reservist
command has geared up to develop, organize, train,
equip, and administer reservists to become a capable,
responsive, and mobilizable Reserve force, which is
an integral component of the total Army in defense of
the state, and to participate in socio-economic goals
and objectives.
Aside from training ROTC personnel for
defense and security, ARESCOM incorporated disaster
response in their training, given the vulnerability of
the Philippines to natural calamities. ###PND

Noong nakaraang buwan ay inanunsyo ng gobyerno
ang limang patong patong na kaso ng tax fraud na ihahain nila
kay Maria Ressa at sa rappler. Mga kasong ayon kay Ressa
ay gawa gawa lamang upang i-harass at sindakin siya at ang
kanilang news organization na kilalang isa sa mga pangunahing
kritiko ng administrasyong Duterte.
Nitong lingo ay kinompirma ni Ressa ang pagiissue
sa kanya ng warrant kaya’t lunes ng umaga ay sumuko na siya
sa Pasig city regional trial court in Manila upang magbayad ng

Forum conducted for
OFWs and their families
TRECE MARTIRES CITY, CAVITE – A Provincial Migration
Forum with the theme, “Creating a Conducive Environment
for Migration and Development in the Province of Cavite” was
recently conducted for the province’s Overseas Filipino workers
and their families.
The forum was initiated by the Provincial Government
of Cavite thru the Provincial Social Welfare and Development
Office that aimed to further understand and evaluate the challenges
and concerns brought about by the circumstances of working
overseas.
Representing Governor Remulla to the forum was OIC-
Provincial Administrator for Community Affairs Mr. Alvin S.
Mojica who requested that there be a Migration Information Desk
in all government centers in the cities and municipalities for easy
access to any service that could address the concerns and problems
of our brother OF workers and their families as well while Ms.
Mylene S. Sotolombo, Executive Assistant of the OPVG who
represented Vice Governor Jolo Revilla, acknowledged the
presence of the participants in support of the migrant sectors.
Certain risks and concerns that would-be OFWs
frequently encounter like the usual exorbitant cost of placement
fees, illegal recruitment and false or lack of credible information
about the overseas employment plus the benefits or strain on the
relationship that migration brings to the migrant and his family, to
the community and the country as well were discussed lengthily by
Ms. Precyl T. Ramos, Social Welfare Officer III of PSWDO.
Meanwhile, PCLEDO Head Atty. Khervy B. Reyes
tackled the topic on Motivational Challenge for OFWs reiterating
“that the most effective way of developing the country is to begin
with the smallest unit of the society which is the family” as he
shared stories of courage and determination inspiring the audience
to never give up on their dreams.

NITONG martes lang ay inaprubahan na ng House of
representatives sa pangalawang pagbasa ang draft constitution
na siyang magbibigay daan sa Pederalismo.
Berbal na pinagbotohan ng mababang kapulungan
ang resolusyong ito na naglalayong amyendahan ang 1987
constitution. Ito ay pinangunahan ni House speaker at former
president Gloria Macapagal Arroyo kasama ang mahigit ilang
dosenang mambabatas.
Ito ay naisakatuparan matapos ang ilang araw na
sesyon at debate sa plenary. Ang Resolution of Both Houses
(RBH) 15 na ito ay nakatuon sa pagsusulong na magkaroon ng
Pederalismong sistema ng gobyerno sa bansa.
Nakapaloob dito ang pagtanggal ng term limits sa
mga miyembro ng kongreso. Ire-require din nito ang lahat ng
mambabatas na magkaroon ng college degree.
Sa ilalim ng resolusyong ito ay gaganapin naman ang
election sa ikalawang lunes ng mayo taong 2022. Ang termino
ng Presidente at Bise-presidente na magtatapos sa parehong
taon ay hindi na rin pwedeng mai-extend pa. samantalang
pagbabawalang muling maihalal ang kasalukuyang pangulo sa
gaganaping 2022 elections.

Rep. Antonio Tinio upang ipagbawal ang Political Dynasty sa
ilalim nito ngunit ito ay hindi kinatigan ng plenary.
Ayon naman kay House speaker Arroyo, gagawin nila
ang kanilang makakaya upang maisabatas ang Charter Change sa
lalong madaling panahon sa ilalim ng ika-17 kongreso. Umaasa

PROJECT – Caring for the
Welfare of Elderlies
AS part of Cavite Provincial Government’s program of
reaching out in-house elderlies in the institutions, the
Provincial Council for the Elderly through the Provincial
Social Welfare and Development Office conducted the
annual “Kalinga sa Nakatatanda” Project on November
22-23, 2018. Christmas gifts to augment daily basic
personal needs were given to 19 elderly women from
Mama’s Hope Haven in General Trias City. Also, 14
individuals from Halfway Home in the City of Imus and
11 from Bahay San Jose in Alfonso received Christmas
package that includes adult diapers, personal hygiene
kits, slippers, pajamas for male and dusters for female
and other food items. Snacks were also served to the
recipient senior citizens during the visit. Meanwhile,
Social Workers Zwirtly Mae S. Martinez of Mama’s
Hope Haven, Ms. Josephine G. Villanueva of Halfway
Home and Ms. Lourdes Brual, coordinator of Bahay San
Jose expressed their gratitude towards the governor and
to the people behind the project for their unwavering
support and effort in uplifting the lives of the elders and
persons with disabilities in the province.
He also pointed out that the forum will help them
prepare to be financially capable and that they should consider
investing and planning for the future.
A video clip on the real life situations and experiences
of OFWs gave a vivid image on the hardships and sacrifices that
migration brings and made the participants realize the necessity
of investing for the future, the very objective of the forum which
was explained by Department of Trade and Industry Provincial
Director Noly D. Guevarra.
An open forum ensued led by Mr. Rodrigo Camia,
President of Likhang Kabitenyo Foundation Inc. and Chairman
of the City of Imus COOP Development Council, DTI-Cavite
PD Noly Guevarra and Atty. Khervy Reyes that clarified and
enlightened the attendees regarding their inquiries on the assistance
that could be availed from the concerned government agencies and
the procedures and requirements on how to join or be a part of
cooperatives.
Meanwhile, informative insights regarding the
history and the financial status of Cavite Farmers Feed milling
and Marketing Cooperative (CAFFMACO) was presented by
Marketing staff, Ms. Ana Lea Licon who also gladly revealed their
upcoming program “Savings for Children” for OFWs, agricultural
workers and members.
A story of encouragement and inspiration was shared by
Engr. Cesar Estrada of Maragondon, an OFW for 21 years and
now a successful entrepreneur with his Air-conditioning Repair
Services and Bamboo souvenirs business.
The forum had proved successful in educating and
giving a clear realization to the attendees with the sharing of gained
learning and personal insights by three grateful participants. (Ruel
