Ayon kay CSWD Officer Mila Española, ang naturang award ay base sa isinagawang assessment at evaluation ng DSWD Regional Office kung saan nakasunod ang Batangas City sa mga indicators o criteria na itinakda para SCFLG. Ilan aniya sa binigyan ng mataas na puntos ng mga evaluators ay ang mataas na antas ng mga programa ng pamahalaang lungsod para ma kontrol ang malnutrisyon at mortality rate ng mga bata at implementasyon ng mga health programs kagaya ng vaccination para sa mga bata mula 0-6 na taong gulang. Binigyang puntos din ang mataas na bilang ng mga batang dumadalo sa center- based day care services, nakapagtapos sa elementarya, ang mga scholarship programs ng pamahalaang lungsod at ang pakikipag tuwang nito sa Department of Education at pribadong sektor para maisigurong makakapagtapos ng pag-aaral ang mga bata. Disaster resilience month, an individual’s reflection of own preparedness We know that the Office of Civil Defense- Regional Disaster Risk Reduction and Management Council (OCD-RDRRMC) 4A- celebrates in July of each year the National Disaster Resilience Month (NDRM). As always, NDRM was celebrated through the intiation of various activities that involved not only the OCD-RDRRMC but also the local DRRM Officers--- from the cities, to the municipalities, and down to the barangays. But this year, this was not just a government celebration per se as it was also a time for personal or individual’s reflection of own preparedness. According to Alex Czar Masiglat of RDRRMC 4A, this year’s theme “Katatagan sa Kalamidad ay Makakamtan kapag Sapat ang Kaalaman sa Kahandaan” was also focused on a “personal level” of knolwedge and preparedness regarding the dos and don’ts that one should take during calamity or disaster. “We can achieve disaster resiliency if we start within ourselves. Ultimately, it will be a domino effect which starts with us then to our families, friends, to the community and eventually the country,” Masiglat enunciated. He also said that the first line of defense in times of disasters is no other than the community itself, hence, the goal of NDRM was really to strengthen and capacitate the people. He cited that all these drills, the observances, and all other disaster tools and equipment are all geared toward propelling the country to become disaster resilience in time. Masiglat conveyed that NDRM was formerly known as the National Disaster Consciousness Month until President Rodrigo Duterte assumed the rein of office. He also revealed how the NDRM theme came to be known each year. De Leon QUEZON CITY--The Metro Manila Disaster Risk Reduction and Management Council (MMDRRMC) recently met with key officials of Bohol and Cebu for knowledge sharing on disaster preparedness and response, particularly during an earthquake. Dubbed as Metro Manila-Central Visayas Shake-Share, the activity brought together Disaster Risk Reduction and Management Officers (DRRMOs) of NCR, Bohol and Cebu for knowledge exchange to intensify preparations in Greater Metro Manila Area and nearby provinces in line with the possible movement of the West Valley Fault that may cause a 7.2 earthquake or the Big One. Central Visayas was jolted by a 7.2-magnitude earthquake in 2013, with Bohol as its epicenter. Bohol and Cebu are the provinces greatly affected by the quake where casualties and massive damages in infrastructure were recorded in the said provinces. DILG-NCR, together with the Metropolitan Manila Development Authority (MMDA) and Office of Civil Defense- NCR (OCD-NCR) spearheaded the four-day activity to provide NCR DRRMOs insights on the strategies employed by the DRRMOs of Bohol and Cebu to recover from the disaster, and help them in improving preparedness and response plans in their respective localities. Also present in the activity are representatives from the agencies that compose the MMDRRMC Technical Working Group for the Finalization of the LGUs’ Contingency Plans for Earthquake. These include the National Capital Region Police Office (NCRPO), Department of Science and Technology- Philippine Institute of Volcanology and Seismology (DOST- PHIVOLCS), Department of Information and Communications Technology (DICT), Bureau of Fire Protection (BFP-NCR), Department of Education (DepEd-NCR), Department of Social Welfare and Development (DSWD-NCR), Joint Task Force (JTF-NCR), and Department of Public Works and Highways (DPWH-NCR). Central Visayas DRRMC Director Concepcion Ornopia, and DILG-Region VII DRRM Focal Person James Andrew Andaya along with Cebu City DRRMO Chief for Operations Harold Alcontin, Mandaue City DRRM Officer Jay Basubas, Tagbilaran City DRRM Officer Gerard Lavadia, and Bohol PDRRM Officer Anthony Damalerio served as resource speakers and shared their DRRM best practices on earthquake preparedness and response and recommendations from their learnings in the 2013 7.2-magnitude earthquake. Participants were also given the opportunity to visit various rehabilitated infrastructures and restored historical sites in Bohol and Cebu. Bohol Governor Edgardo Chatto, Tagbilaran City Mayor John Geesnell Yap, and Mandaue City Mayor Luigi Quisumbing welcomed the MMDRRMC Delegates as they visited each LGU’s operations center.
