Thus, it can be noted that the success of NDRM
celebration in July was marked by the full cooperation
and commitment of various stakeholders from RDRRMC
members to its local counterparts- the local DRRMOs,
the communties, and the general public.
RDRRMC through the OCD equipped the local
DRRMOs with extensive knowedge and skills as they
have more responsibilities in raising the awareness of
people in the communities and ensuring their welfare
when calamity or disaster stikes.
One of the the activities, worthy to note, was
the nationwide “Run for Resilience” which took place on
July 1 kicking off the observance of NDRM 2018.
In Calabarzon, the run was held at Camp Vicente
Lim with some 600 runners joining the event.
In addition, OCD led a mangrove planting in
partnership with the Quezon Risk Reduction Management
Office (QRRMO), which was also supported by the
RDRRMC members, other partner agencies, and the
community, as a whole.
Masiglat noted that the entire campaign not just
imparted individual understanding of disaster resilience
but also promoted physical wellness with the first-ever
NDRM run for resilience.
OCD said that after Typhoon Yolanda, a lot of people
have since manifested an understanding of disaster
resiliency not just at the cognitive level, but also putting
it into practice by adapting to the “new normal” as shown
in the level of their preparedness.
“In the Office of Civil Defense, we believe that
disaster risk reduction and management is everybody’s
business. It is not only the government’s concern kasi
kapag nagkaroon naman ng kalamidad, walang matanda,
walang bata, walang mayaman, walang mahirap.
Everybody will be affected,” Masiglat said, urging
everyone to continue reflecting and observing their own
preparedness.

kanyang napanalunan sa kataas-taasang hukuman na
magdadagdag sa Internal RevenueAllotment o IRA ng
mga Local Government Units o LGUs.
Layunin ng petisyon ni Mandanas na maisama na
ng National Government sa 2019 budget angkaragdagang
pondo o IRA ng LGUs ns kukunin sa mga ibinabayad
na buwis sa Bureau ofCustoms (BOC).
Ayon kay Mandanas, madadagdagan ng 50% ang
IRA ng mga lokal na pamahalaan para sa 2019proposed
budget na P640.6 billion.
Maliban sa layuning ito, aniya’y, mapapabilis
ang pagpapatupad ng mga proyekto at programa
ngpamahalaan at maiiwasan rin ang korapsyon.

DTI NEGOSYO CENTER AND MUNICIPAL
ECONOMIC & INVESTMENT PROMOTIONS
OFFICE IN SILANG, READY TO SERVE
IN its aim to link people and resources towards a more
sustainable economic development, the municipality of
Silang formally launched its DTI Negosyo Center and
at the same time opened the Municipal Economic and
Investment Promotions Office on August 15, 2018.

Specialist Carina Virtucio, Wilcon Depot Owner and
CEO Mr. William Belo, Provincial Local Economic and
Investment Promotions Officer Atty. Herminigildo Linaja,
and Committee on Trade, Commerce and Livelihood
Chairman, Municipal Councilor Mark Toledo led the
ribbon-cutting ceremony and unveiling of the Negosyo
Center Logo, signifying that the one-stop shop is now
ready to serve the people.
Prior to the launching ceremony, a MOA signing
to seal understanding between the local government of
Silang and DTI for the successful and continued operation
of the negosyo center in providing assistance on business
registration was also done, being witnessed by members of
the CASMEDC headed by PCLEDO Head Alvin Mojica,
Provincial LEIPO Linaja and other guests to the event.
During the opening program, Ms. Carina
Virtucio, Supervising Trade and Industry Development
Specialist from DTI-Region IV-A, provided an overview
of the negosyo center and itemized the services it could
offer such as business registration assistance, business
advisory, and business information and advocacy.
Meanwhile, PCLEDO Head Alvin Mojica
delivered the congratulatory and support message of
Cavite Governor Boying Remulla and DTI Provincial
Director Noly Guevara, also sharing with admiration that
Silang Negosyo Center is by far the most beautiful among
the negosyo centers he have seen in the province.
Adding inspiration to attendees, mostly members
of cooperatives and of micro, small, medium scale
enterprises (MSMEs) was Wilcon Depot Owner and CEO
Mr. William Belo who talked about how their business
grew, telling that he also do mentoring for those interested
in venturing into business. Mr. Belo stirred the interest of
everyone as he shared their Wilcon journey. Silangueños
thanked him for also providing employment opportunities.
On the other hand, with the opening of the
Municipal Economic and Investment Promotions Office,
Atty. Linaja, being the Provincial LEIPO underscored the
many challenges Silang LEIPO Cynthia Cortez has to face
in creating a more conducive environment for business
and investments, saying that the major role is to gain
confidence not just of the public but most importantly of
the business sector.
On top of all the inspirational messages and
pledge of commitment from key agencies and other
organization, Mayor Omil expressed her appreciation to
everyone, assuring that the LGU under her leadership will
continue to innovate in order to uplift livelihood, push
for economic development and establish stronger links
among public and private stakeholders. She also led the
distribution of loan assistance without interest, as one of
the initiatives of the local government to help cooperatives
grow in Silang.
Moreover, the town mayor humbly shared that Silang
is one of the most promising municipalities, having the
most active economic market activities, disclosing that as
a booming town with major highways to open up soon,
investment and employment opportunities will flourish.
With such scenario and through the assistance of DTI
Negosyo Center and the Municipal Economic Investment
Promotions Office, Silangueños will be more equipped
and ready to be at par with future development and global
competition.
Remarks from Councilor Toledo who envisioned
his dream of having a business district in Silang concluded
the program, pledging his full commitment to provide any
form of assistance that will contribute to the growth of
their town and the people.
Expanded HOV traffic scheme dry run
to continue-MMC

MAKATI - The Metro Manila Council (MCC) on Friday
have unanimously agreed to continue the dry run of
the Expanded High Occupancy Vehicle (HOV) Traffic
Scheme amidst pending dialogue between the Metro
Manila Development Authority (MMDA) and Congress.
Quezon City Mayor Herbert Bautista, MMC
Special Committee on Traffic head said the Council
approved a resolution that will extend the dry run and test
the carpooling program of the MMDA.
The MMDA is set to hold a dialogue with Senate,
Members of House of Representatives, and Malacañang
to convince government officials of the importance of the
scheme.
However, Bautista said they have yet to wait for
the assessment of the Expanded HOV Traffic Scheme that
aims to encourage motorists to engage in carpooling.
“We have to continue the dry run, know the findings
of the MMDA and the affected local government units
regarding the Expanded HOV scheme on Edsa and inner
cities,” said Bautista.
The MMDA, in coordination with the five Metro
Manila cities: San Juan, Mandaluyong, Pasig, Makati and
Taguig will create a study from the test run to determine

While penalty shall not be imposed during the
dry run, MMDA General Manager Jojo Garcia urged the
motorists to cooperate.
“For our evaluation, we are calling on the
participation of everyone. Participate in the carpooling
program,” said Garcia.
According to Garcia, the government’s “Build, Build,
Build” program have several major infrastructure and
mass transportation projects in the National Capital
Region lined up – the long term answer to Metro Manila’s
traffic problems.
“We cannot just wait for these projects to be
done. We need to do something about it,” said Garcia,
adding that next month, the Department of Public Works
and Highway will start the rehabilitation of Estrella
Bridge.
Moreover, the Metro Manila Mayors have also
agreed to increase the penalty for illegal parking to
P1,000 for attended vehicles and unattended vehicles
to P2,000; and public utility buses going astray of the
yellow lane on EDSA to P1,000 from P500 currently.
Earlier, the Senate called for the suspension of
full implementation of the scheme which bans driver
only vehicles on EDSA from 7 am to 10 am and 6 pm to
