Palace confident new ID
system will pass the test of
constitutionality
MALITA, Davao Occidental --- In view of the signing
into law of the Philippine Identification System Act by
President Rodrigo Roa Duterte today, the Palace expressed
confidence that this new identification system will pass the
test of constitutionality.
In a press briefing held here on Monday, August
6, Presidential Spokesperson Harry Roque Jr. said that
unlike the previous National ID Bill which was earlier
declared unconstitutional by the Supreme Court due to the
lack of system to protect its database, this new ID system
will pass all constitutional requisites.
Secretary Roque added that there is a privacy law
to safeguard the database and the government will have
the sole obligation to protect the data gathered in this new
system.
The Cabinet official then mentioned the benefits
of the national ID system.
“It will, number one, promote national security
po because we will have a database of all Filipinos,”
Roque said.
“Number two, this will prevent identity theft.
Alam niyo naman po ngayon isa sa pinakamalaking
problema natin ay ‘yung identity theft na nangyayari
lalong lalo na sa internet,” he added.
“At number three po, this will promote a better

delivery of goods and services from the government to the
people,” Roque further said.
In the same briefing, Secretary Roque said that
the roadshow for federalism will start this month along
with the dissemination of all relevant materials and
information, to be produced by the Department of the
Interior and Local Government (DILG).
“The roadshow for federalism will be commenced
this month of August kasama po ‘yung mga materyales na
ginawa po ng DILG in coordination with the academics,
and ‘yung mga miyembro rin ng Consultative Committee,”
he said.
He likewise said that the President would approve
whatever the Consultative Committee (ConComm) has
endorsed.
Under the ConComm’s draft Constitution, the
country will still have a Presidential and bicameral system
with 14 regional governments.
“[L]ahat po ng mga regional governments ay
magkakaroon ng kanya-kanya ring independensya para
po lalong mapabilis at mapagaling pa ang pagdedeliver ng
serbisyo sa ating mga kababayan,” Roque said.
‘Palace welcomes survey saying Filipinos are
satisfied with the Duterte administration’
Roque, in the same press briefing, also welcomed
the second quarter of 2018 Social Weather Stations
(SWS) survey which showed that 72% of adult Filipinos
are satisfied with the general performance of the Duterte
administration.
According to Roque, even without the survey
results, the President is still focused on his campaign
promise to fight drugs, criminality, and corruption and
bring comfortable life for all Filipinos.

PSHS 2018 National Competitive Examination (NCE)
was announced during the press conference of the
PSHS System management, led by Executive Director
Lilia T. Habacon, Deputy Executive Director Dr. Rod
Allan A. de Lara and Director Richard P. Burgos of
the Science and Technology Information Institute
(DOST-STII). Various student achievers who won
in various local and international competitions also
presented their inventions.

Filipino students with high aptitude in science and
mathematics. It aims to prepare globally-competitive
