Among the infrastructure projects of the Duterte administration
in the Cavite area include the Cavite-Laguna Expressway, a
P35.43 billion, 44.63-kilometer closed-system toll expressway
connecting CAVITEX in Kawit, Cavite and SLEX in Biñan,
Laguna. The groundbreaking for the project was held last March
27.
There is also the LRT1 Line 1 Cavite Extension,
a P64.9 billion extension of the current LRT Line 1 starting
from its existing Baclaran Station in Parañaque to the future
Niyog Station in Bacoor, Cavite, which is approximately 11.7
kilometers. Construction is slated to start this month and the
project is expected to be completed by the fourth quarter of 2021.
Caviteños are already benefitting from the Cavite
Gateway Terminal that President Duterte inaugurated on
November 22, 2018.

the International Container Terminal Services Inc. It is the first
barge terminal in the Philippines located in Tanza, Cavite with an
annual capacity of 115,000 twenty-foot equivalent units.
Meanwhile, Go said that as the country observes
the Holy Week he would perform his obligation as a Catholic
through prayer, repentance and hearing Mass, as he encouraged
fellow Catholics to do the same.

Also in the spirit of the Lenten season, Go said he
believes he is serving God by serving his fellow Filipinos,
particularly the unfortunate.
Other priority concerns under Go’s legislative agenda
include programs for agriculture, education, housing, long-term
sports development, fire protection and prevention, localized
peace talks, barangay welfare, creation of a Department of OFW
and improved benefits for senior citizens.
Metro Manila Peace and Order Council
sets 2020 roadmap

QUEZON CITY -- The Metro Manila Regional Peace and
Order Council–NCR (RPOC-NCR) has formulated its
plans until 2020 during its strategic planning workshop
held in Bataan.
Members of the Council and the Secretariat came
together to identify priority gaps and interventions, and
ensure the alignment of the efforts of both the regional and
local peace and order councils in the region. The workshop
also became a venue for pitching proposals for policies,
programs and projects as well as relevant continuing
capacity development enhancement programs for its
members.
Key officials from the 17 NCR local government
units and national government agencies, member private
organizations, and DILG-NCR City Directors were divided
into four groups, based on the pillars of peace and order
identified by the Council: Crime and Disorder, Anti-illegal
Drugs, Preventing Violent Extremism and Insurgency, and
Public Safety.
RPOC-NCR Chair Quezon City Mayor Herbert
Bautista stressed the importance of anchoring the thrusts
of the Council to the Regional Development Council
(RDC), as peace is closely connected to development.
He also expressed his hopes that the next chairperson of
the Council will consider the results of the workshop, and
sustain the accomplishments of the Council.
Under Bautista’s leadership, the RPOC-NCR has
been cited as one of the best peace and order councils in
the country by the President, through the National Peace
and Order Council (NPOC).
Among the achievements of the RPOC-NCR
under the Quezon City mayor includes the holding of the
first Peace and Order International Summit which brought
together experts, advocates on peace and order from the
different parts of the globe and local government unit
functionaries to discuss practices, emerging trends and
challenges on peacebuilding and security.
The Council also created policies which were
adopted in the national level such as Community-Based
Drug Rehabilitation that was adopted through DILG MC
2018-125, Security Protocols for Establishments, and
Drug Clearing of Warehouses.
RPOC-NCR also interfaced with the RPOCs
of Bohol and Samar to understand its best practices for
the creation of policies to counter insurgency and violent
extremism, which resulted to the signing of a memorandum
of understanding with RPOC-8 for Council Sisterhood, a
first among the RPOCs.

Regional Director Maria Lourdes Agustin noted that the
activity will bolster the Council, by having a clear vision
of what the organization has achieved and setting targets.
“For our Council, this activity is our time to
rebuild something better – make better plans, picking
our cue from the lessons that we learned in the past year.
Continuing the things that we do best, as our foundation

PDEA conducts Oplan ‘Huli Week’

QUEZON CITY--The Philippine Drug Enforcement
Agency (PDEA) conducted simultaneous surprise
mandatory drug test to bus drivers and conductors, and K9
sweeping in bus terminals, airports and seaports throughout
the country to help ensure the safety of travelers during the
Holy Week.
PDEA Director General Aaron N. Aquino said
the agency implements OPLAN: “HULI WEEK”, in
coordination with other government agencies as part of
PDEA’s holistic approach in reducing the demand for
illegal drugs, promoting drug-free workplaces, harm-
reduction and reformation.
“We are also doing this to curb incidents of
vehicular accidents caused by drugged drivers and make
the roads safer, especially this Lenten Season’s travel
rush,” Aquino said.
On Monday (April), PDEA, together with personnel of
Land Transportation Office (LTO), Land Transportation
Franchising and Regulatory Board (LTFRB), Metropolitan
Manila Development Authority (MMDA), and the
Philippine National Police (PNP), started the conduct of
Oplan: Huli Week.
They proceeded to Five Star Bus Terminal, DLTB
Bus Terminal PHILTRANCO Bus Terminal, and JAM Bus
Terminal, all in Pasay City; and Quezon City’s Araneta
Center Bus Port, Araneta Center Bus Terminal, Bicol Isarog
Bus Terminal, Raymond Bus Terminal, Dela Rosa Bus
Terminal, Partas Bus Terminal, Five Star Bus Terminal,
ES Transport Bus Terminal, Florida Bus Terminal, JAC
Bus Terminal, Victory Liner Terminal, Dagupan Bus
Terminal, DLTB Bus Terminal, and JAM Bus Terminal,
and conducted surprise mandatory drug test to drivers and
conductors.
“Any driver who refuses to undergo the
mandatory drug test will be reported to the LTO. To those
tested positive for drug use, their driver’s licenses will be
withheld pending the issuance of clearance by the PDEA.
They must undergo the rehabilitation process before
reclaiming their licenses,” Aquino said.
Personnel of PDEA’s Preventive Education and
Community Involvement Service (PECIS) were also
present to perform on-site counselling, and help facilitate
the rehabilitative treatment of drivers found positive for
illegal drugs, in coordination with the Department of
Health (DOH).
“There is a prevailing practice of illegal drug
use among provincial bus drivers because of the nature of
their work. They use dangerous drugs to stay awake, or
counter fatigue, especially those driving the long haul or
overnight,” Aquino added.
PDEA also conducted surprise K9 sweeping operations
to detect concealed illegal drugs in various bus and van
terminals, and high-risk airports and major seaports across
