Nagsimula ang pagdiriwang sa pamamagitan ng Banal na Misa na sinundan ng pagbubukas ng mga serbisyo publikong hatid ng Barangay Caravan. Kabilang sa mga departamentong lumahok ang Mayor’s Action Center (MAC) na tumanggap ng application para sa scholarship programs at ang City Health Office (CHO) na nagbigay ng libreng konsulta, mga libreng gamot at namahagi ng mga EBD Heath Cards. Ang City Registrar’s Office (CRO) ay nagkaloob ng libreng pagkuha at pagsasaayos ng birth certificate. . Nagsagawa naman ng reading at drawing sessions ang City Library para sa mga batang naroroon habang namahagi ng mga punla, gamot sa mga alagang hayop, libreng anti-rabbies vaccination at libreng gupit ang Office of the City Veterinary and Agricultural Services (OCVAS). After observing, Marcos raised an issue that there were wet ballots and “missing” audit logs from precinct in municipality of Bato in Camarines Sur. According to him, all ballots from four clustered precincts in the municipality of Bato in Camarines Sur have all been found wet, and their contents “indecipherable,” and also suspected 39 out of four collected precincts in the same town had no audit logs. The audit logs contains the record of times the precint opened, closed and the time the votes were cast. In an interview, Marcos stated, “We cannot understand but I think’s it is impossible the ballots were wet for two years. I think we must know how that happened. If these are wet, this means that somebody opened the ballot boxes.” Marcos also observed that the ballot boxes are apparently unsecured preceding to their Monday reopening, and although the containers are sealed he said that one box has a hole covered by a masking tape, and has a crack on its side. According to him, the Comission on Elections (Comelec) is to be blamed for the missing audit logs as the ballot boxes are in their possession. Furthermore, Marcos also observed the slow processing on the first day of the recount, and hopes for it to speed up in the future. The protest on the recounting of votes was requested by Marcos and his camp last June 29, 2016, claiming that the camp of Robredo cheated in the automated polls in May that year. M A N I L A — T h e Department of Labor and Employment (DOLE) has amended its rules that require employers of children below 15 years of age to secure a permit before engaging them in gainful activities, particularly in public entertainment. Under Department Circular No. 2 series of 2018, issued by Labor Secretary Silvestre H. Bello III, children who will be featured in a documentary material will no longer need to secure a work permit. The circualr, however, provides that if the child in the documentary material is engaged in child labor, the rule requires the producer to refer the child to the nearest DOLE Office for the necessary services needed by the child and family. The producer is also enjoined not to disclose the identity of the child laborer including his or her photographs, images or video footages for the best interest of the minor pursuant to the Guide for Media Practitioners on the Reporting and Coverage of Cases Involving Children. For group working permits, the DOLE Office must issue a group permit for children appearing in a single project covering those without working child permit yet. The new rule also requires that before a work permit is issued, the guardian should submit proof of parental authority. This includes proof of relationship to the child and a notarized affidavit that explains the reason for exercising parental authority over the child. The rule also provides that substitution of child’s guardian in terms of parental authority must only be applied in case of death, absence or unsuitability of both parents and a legal guardian of the Under Article 216 of the Family Code, the child’s surviving grandparent; oldest brother, sister or actual custodian over 21 years of age, unless unfit or disqualified, will be the order of preference on substitute parental authority. In November last year, Bello issued Department Circular No. 2 that sets a new guideline on the issuance of work permit for minors engaged in public entertainment or information related projects. As defined under Department Order No. 65-04, public entertainment or information refers to an artistic, literary, and cultural performances for a television show, radio program, cinema or film, theater, commercial advertisement, public relations activities or campaigns, print materials, internet, and other media.
