DOE holds consultation
on EE&C
TAGAYTAY CITY-- The Department of Energy (DOE)
in partnership with the Development Academy of the
Philippines (DAP) conducted a Consultation Workshop
on the Energy Efficiency and Conservation (EE&C) Act
from 25 to 26 March 2019 at the DAP Conference Center.
Approved by the Bicameral Conference
Committee on 19 January 2019, the EE&C Act, when
signed into law, will help standardize EE&C measures in
the country. It is the guiding policy for the Government
Energy Management Program, the Philippine Energy
Standards and Labelling Program, the National Energy
Efficiency and Conservation Plan, and the Local Energy
Efficiency and Conservation Plan, which form part of the
government’s approach to promote EE&C in the public
and private sectors.
Energy Secretary Alfonso G. Cusi welcomed
the insights of the Consultative Workshop participants to
ensure the proper and effective implementation of EE&C
once it becomes a law. “EE&C will play an important role
in our sustained economic development. Power savings
that we would yield from EE&C would not only secure
our power supply, but help decrease our dependence on
imported fuel sources,” he said.

Committee on Energy Chair Sherwin T. Gatchalian,
Board of Investments, Department of Interior and Local
Government, National Economic and Development
Authority, Department of Finance, National Electrification
Administration, Energy Regulatory Commission, Climate
Change Commission, Department of Science and
Technology, Landbank of the Philippines, Development
Bank of the Philippines and the EU-ASEP were among

QUEZON CITY-- Cabinet Secretary Karlo Nograles on
Thursday, March 22, recommended short and long-term
measures to address the pressing issue on water security during
the World Water Day Awards held at the Novotel Hotel in
Cubao.
Nograles said government should prioritize this issue
considering that an estimated 12 million Filipinos have no
access to safe drinking water and over 6 million lack access to
basic sanitation facilities.
“The agencies involved in water resource
management acknowledge that the continued mismanagement
of water could negatively impact our economy, our health, and
our over-all quality of life. The agencies present at the higher
level inter-agency meeting (on water security) agreed to submit
to our President a draft executive order (EO) strengthening the
National Water Resources Board (NWRB),” he said.
The NWRB, among the provisions of the proposed
EO, will be be responsible for policy, direction-setting, and
deintegration of all government efforts pertaining to water.
It will be placed under the supervision of the Office of the
President, if approved.
Moreover, two draft bills were endorsed to create
two separate bodies involving water, firstly, a body focused on
economic and financial regulation, and secondly, another body
for policy formulation and resource regulation.
“One of the proposed agencies that will be formed will act as
the apex body for the water resources sector. This agency will
consolidate and reconcile water-related policy, planning and
programming mandates of the different agencies involved in
water resource management. It will likewise ensure the efficient
allocation of water resources across sectors,” the official
explained.
“The second body, on the other hand, will be an
independent and quasi-judicial body for water supply and
sanitation. This office will ensure quality performance of water
concessionaires and ensure transparency and predictability in
economic regulation of water service providers,” he added.
Meanwhile, to maximize the water resources,
Nograles highlighted some recommendations such as the
installation of rainwater harvesting and storage facilities in
government agencies, National Housing Authority resettlement
sites, and local government units.
“Rainwater is the cheapest and most natural resource yet we
have not done enough to make the most of this precious water
resource. Out of the 2400 millimeters of rain, which we get
annually, we only harvest, store and use about 4% of this. There
are also proposals that would require all local government units
to issue ordinances requiring rainwater harvesting and storage
facilities for all new developments within their localities
not just houses such as subdivisions, condominiums, malls,
industrial estates and the like,” he said.
Catchment areas and farm reservoirs, and repairing
and rehabilitating irrigation systems should also be optimally
addressed according to Cabinet Secretary Nograles.
“The DENR, DA, and LGUs should work together
to construct more small water impounding systems to provide
water for people living in the uplands and water for upland
agriculture. This way, we also minimize flooding in the
lowlands,” Nograles stated.
According to Nograles, floodwaters should also be
considered a resource, which we can also capture, store and
use. He cited the 6-story deep structure underneath the Burgos
circle in Bonifacio Global City, which serves as a huge system.
“This could be used not just as a flood control measure
but is possible alternative source of water. This can also be
done through manmade lagoons or dams. The diversion of the
overflowing waters in rivers and flood plains like the Cagayan
river in Tuguegarao and the Cagayan de Oro river during the
rainy season to irrigation canals for agricultural use should also
be studied,” Nograles stated.
Nograles noted that water crisis could threaten public health,
food security, and economic growth. Thus, concrete measures
should be adopted immediately.
World Water Day Awards recognizes 21 new water
champions from the academe, government agencies, NGOs,
and the private sector, who have not only persistently defended
the environment but also worked to protect and guarantee the
availability of safe water for every filipino.
This annual event is co-sponsored by the National
Water Resources Board and Maynilad Water Services Inc.

candidate/ representative of Batangas to the national
beauty pageant, Little Miss Las Islas Filipinas 2019,

Gutierrez who is the eldest child of Vicente and
Racquel Gutierrez of Barangay 20 won the title Ms
Rampa Pilipinas 2018 which makes her the official
candidate in the said pageant which will be held,
May 5, at the Resorts World, Manila where Gutierrez
will compete with 44 other candidates from different
provinces in the country. Previously, she was crowned
Miss BSU-IS 2018, was 1st runner up ln Little Ms.
Bay Citimall 2017 and also appeared in several TV
commercials like Bear Brand and others.
