Regulatory Digital Product Passports as a Catalyst for U. S. Supply Chain Visibility
UNTP is unlikely to drive adoption through enforcement because it is intentionally voluntary. However, by defining interoperability rather than mandating a single platform, it is positioned to reduce switching costs and enable heterogeneous adopters to exchange structured, verifiable data. In that sense, UNTP can complement ESPR and similar regimes by lowering technical and organizational friction once organizations have a reason to publish and consume DPP-like information. UNTP’ s likely adoption pathway resembles other interoperability-layer standards that succeeded by integrating heterogeneous systems rather than replacing them outright. Examples include EDI standards in logistics, SWIFT in financial messaging, and healthcare interoperability frameworks such as HL7 / FHIR.
WHERE ADOPTION CONCENTRATES FIRST
ESPR ' s staged rollout is expected to concentrate early DPP implementation in product groups prioritized for high sustainability impact and circularity outcomes. We identify in prior work priority categories including chemicals, batteries / energy-related products, ICT / electronics, metals( iron / steel, aluminum), textiles, furniture, tires, detergents, paints, and lubricants [ 1 ]. Because these categories and their intermediate inputs are traded globally, U. S.-based firms may be pulled into DPP participation indirectly— through upstream components or downstream incorporation into EU-bound products— given ESPR ' s scope over products placed on the EU market regardless of origin. Batteries are a salient early domain because DPP requirements and supporting guidance are already concretized through the EU Battery Regulation and companion implementation resources.
DATA DIFFERENCES
Existing supply chain due-diligence regimes frequently rely on attestations and certifications asserting the absence of specific forms of“ known badness,” such as forced labor exposure, sanctioned suppliers, or prohibited materials. While operationally useful, these approaches often produce binary compliance signals rather than rich lifecycle visibility. DPP ecosystems instead aim to provide structured, machine-readable provenance and lifecycle evidence that can support broader analysis, verification, and contextual reasoning.
A central finding is that DPP-driven data is qualitatively different from the fragmented third-party sources most organizations rely on today. MITRE argues that today ' s inferences— built from disparate sources such as shipping data, corporate reporting, and market datasets— produce low-to-moderate confidence understanding, whereas DPPs can provide first-party, structured, machine-readable product identity, composition, provenance, and claims. UNTP reinforces verifiability by structuring information so that sustainability and conformance assertions can be supported with standardized, exchangeable evidence structures. SPDX 3.1 ' s Supply Chain and Hardware Profiles provide a concrete open-standard serialization layer for this first-party, machine-readable data, enabling a single artifact to represent hardware components, custody events, and conformance attestations simultaneously [ 7 ].
