2.3 CROSS-PILOT OBSERVATIONS
Two observations apply across both programmes and frame the rest of the paper. The first is that the two timelines are not symmetric. Battery is anchored on a hard February 2027 deadline with a published delegated act, mature CX-0143 standard, and an operational GBA programme [ 2 ][ 3 ][ 4 ]. Textile is at an earlier stage: the delegated act is expected but not yet published, the Trace4Value and CIRPASS-2 work is producing converged data points but not yet a single mandatory schema, and SMEs in the supplier base are markedly less mature on IT integration
