COMMUNITY SERVICE AWARDS

This award recognizes outstanding volunteer service that has enhanced the quality of life in the recipient ’ s community . The award is given to individuals who have displayed adherence to the highest professional standards during their careers and who have displayed a long-term commitment to volunteer service outside the legal profession in their local community .
DEAN FRANTSVOG North Central Judicial District
Dean Frantsvog volunteers and gives his time freely to Minot , including Minot State University ( MSU ), and is always willing to promote the community . He is a full professor in the MSU College of Business and currently serves as the faculty athletic representative as the liaison between the athletics department and the MSU faculty . Frantsvog attends all Northern Sun Conference ( NSIC ) meetings as a voting member and serves on a number of committees within the NSIC .
In addition , he serves as a member of the MSU Faculty Promotion Committee , Academic Hall of Fame Selection Committee , and Athletic Hall of Fame Selection Committee , as well as co-host of the MSU Gala for the last decade . In 2011 , he was selected as the MSU Alumni Association Young Alumni Achievement Award winner .
Frantsvog has served on the Minot City Council and is a member of the Kiwanis Club of Minot and Greater Expectations for Minot Group . This extensive volunteer work is done in conjunction with his regular practice of law at Frantsvog Law Firm .
JIM HOY East Central Judicial District
Jim Hoy is a lawyer at Maring Williams Law Office , dedicating his practice to helping injured people , but he also dedicates his time to coaching youth sports . For the past two years , he has served as an assistant varsity boys ’ basketball coach at Kindred High School . In his short time on the bench , he has helped coach six All-Region players , one All-State player , two Lions All-Stars , and three All-State tournament players . He has coached teams that won the 2020 Region 1 regular season championship , 2021 Region 1 tournament championship , and 2021 Class B state championship .
Hoy has dedicated hundreds of hours in the gym and on the road with his players and fellow coaches . He is grateful to coach amazing young men , both in their talents on the court and in the way they treat their fellow citizens off the court . He is also grateful to have received this award because it helps highlight the great work of many across North Dakota and the country who volunteer their time in pursuit of helping create life-long memories and lessons for young people through sports . He hopes to inspire one person to join him in trading in the shoes they wear IN court for shoes they can wear ON the court .
HONORABLE JAMES HOVEY Southeast Judicial District
Judge James Hovey has volunteered with the Community Ambulance Service of New Rockford for more than six years . In 2015 , Judge Hovey took the national EMT test and , since that time , he has used this training to serve the greater New Rockford area by volunteering with the community ambulance as one of its most active members . While seated as a full-time judge , Judge Hovey still gives on average 1,200 hours of his time each year to the ambulance service . In a shocking comparison , the average person in the U . S . volunteers 50 hours of their time annually . Judge Hovey ’ s knowledge and dedication make him a wonderful asset to the community of New Rockford and
