County ’ s General Services Agency ( GSA ), Monty Boyd sprang into action to get the stalled project moving again . Previously a Project Manager for large-scale residential projects , he quickly learned to navigate the complexities of County and public works requirements and facilitated the collaboration of all involved . “ Transparency is vital to maintaining trust and finding solutions ,” he notes , “ So it was important to keep all shareholders informed and involved as we addressed each challenge .”
Resolving the Project ’ s permitting , construction and code issues resulted in potential change orders ( PCOs ) to the original contract , but Monty negotiated $ 1.4 Million in reductions , securing a considerable savings for County taxpayers . In addition to the County ’ s Enhanced Construction Outreach Program ( ECOP ) guidelines for 15 % Minority ( MBE ), 5 % Women-owned ( WBE ), 60 % Local ( LBE ) and 20 % Small-Local and Emerging Business Enterprise ( SLEB ) participation , the Project had workforce inclusion goals through the County ’ s Community Benefits / Project Stabilization Agreement ( PS / CBA ). In support of these inclusion goals , Monty worked closely with Davillier-Sloan , Inc . and Lowe Consulting Group , Inc ., which provide workforce inclusion and management services to the County , and Vertex Construction , the new prime contractor hired by the surety company
