A Job Order Contract (JOC) is a competitively-bid contract for a fixed price and indefinite quantity that enables contractors to perform various separate job orders in the future, during the life of the contract. The value of a JOC contract is that it saves time and money, provides transparency and auditability, and that the contractor’s performance drives the volume of work. Major cities, counties, schools & universities in California have implemented JOC contracts. Procurement for this type of contract must still follow the Public Contract Code sections 10500-10506; in other words, it is a contract, not a purchase order. Contract award is based on the bid adjustment factor, which the contractor will multiply against “pre-priced” unit costs, compiled in a project task catalog which is a part of the contract. The adjustment factor represents all of the contractor’s indirect and direct costs and profit not included in the pre-priced unit costs. JOC Contracts usually have a one-year term and a minimum and maximum value.
