Hate Crimes A hate crime is a criminal offense committed against a person or property which is motivated, in whole or in part, by the offender’s bias. Bias is a pre-formed negative opinion or attitude toward a group of persons based on their race, gender, religion, disability, gender identity, sexual orientation, ethnicity or national origin. CSA’s (Campus Security Authority) report the following crimes only if they occurred as a hate crime: 15. Larceny: the unlawful taking, carrying, leading, or riding away of property from the possession or constructive possession of another. Constructive possession is the condition in which a person does not have physical custody or possession but is in a position to exercise dominion or control over a thing. 16. Simple Assault: an unlawful physical attack by one person upon another where neither the offender displays a weapon, nor the victim suffers obvious severe or aggravated bodily injury involving apparent broken bones, loss of teeth, possible internal injury, severe laceration, or loss of consciousness. 17. Intimidation: to unlawfully place another person in reasonable fear of bodily harm through the use of threatening words and/or other conduct, but without displaying a weapon or subjecting the victim to actual physical attack. 18. Destruction/Damage/Vandalism of Property: is to willfully or maliciously destroy, damage, deface, or otherwise injure real or personal property without the consent of the owner or the person having custody or control of it. CLERY ACT CAMPUS CRIME STATISTICS Northeast Wisconsin Technical College is required by Federal Legislation, the Student Right-To-Know and Campus Security Act of 1990 (Clery Act), to provide current and prospective students with crime statistics encompassing the previous 3 calendar years. In October of each year, the College files the Annual Security and Fire Safety Report (ASFR) with the U.S. Department of Education. The ASFR is disclosed yearly to all students and staff through email and is available anytime at: https://www.nwtc.edu/NWTC/media/About-Us/safety-security/2018-Annual-Security-and-Fire-Safety- Report.pdf NWTC SEX OFFENDER REGISTRY POLICY In accordance with the “Campus Sex Crimes Prevention Act” of 2000, which amends the Jacob Wetterling Crimes against Children and Sexually Violent Offenders Registration Act, the Jeanne Clery Act and the Family Educational Rights and Privacy Act of 1974, the Northeast Wisconsin Technical College Campus Security Department is providing a link to the Wisconsin Department of Corrections Sex Offender Registry. The Wisconsin Department of Corrections is responsible for maintaining this registry.
