Due to lack of #Data, we will never be able to know how
EXACTLY the Nigeria budget has performed since 1999 till date.
Neither will we be able to know how effective our budgeting
process is and by implication what we have done or are doing
wrong. Because we do not know, we are more likely to repeat the
