Welcome to our Spring 2026 issue of the East Bay Contractor Report! As the construction industry navigates a changing federal policy landscape, California remains committed to addressing its urgent infrastructure needs, creating ongoing opportunities in public works construction.
In its 2025 Report Card for America’ s Infrastructure, the American Society of Civil Engineers( ASCE) noted that while the state’ s aging infrastructure remains in dire need of updates and improvements and skilled labor shortages are making it harder to maintain existing structures and launch new projects, California continues to lead the nation in terms of innovation, environmental stewardship and public safety. 1. In October 2025, the Governor’ s office announced nearly $ 5 billion in investments added to the $ 41 billion already allocated to improve local roadways and provide alternative, zero-emission transit options. 2. Other key important California infrastructure investments include building the nation’ s largest clean energy grid, 3. expanding the state’ s broadband network 4. and improving water and climate resilience. 5.
What this means for California contractors is that public works construction projects remain an important source of work. The Contractor Technical Assistance Program( CTAP) assists small local contractors to meet County requirements and qualify for bonding or increase their bonding capacity for Alameda County construction and other projects requiring bonding. Sponsored by the County of Alameda, the CTAP staff provides participating contractors with individualized assessments and technical support at no cost, as well as group training sessions on a variety of key topics, and other guidance for successfully navigating the public works construction arena.
In addition to this, we publish the East Bay Contractor Weekly, which lists upcoming pre-bids, bids, outreach and other public works construction and small-business events and resources of benefit to our local contractors. Bi-annually, we publish this periodical, our East Bay Contractor Report, to offer in-depth educational articles and resources, as well as inspiring profiles of our local participating contractors.
In this issue, we present a range of regional resources providing valuable assistance to contractors seeking to expand into the public works sector and we showcase East Bay native Seanery Donaville Sr., owner of Depth Concrete Inc., whose concrete construction company continues a family legacy and whose many 5-star reviews highlight his commitment to excellence and ethics. Seanery shares his background, challenges and how working with the CTAP staff has been pivotal to his business growth.
