Shuli Alvarez , a Small Business Counselor from the DEO OSB , provided an in-depth introduction to the certification process , what distinct types of certifications are offered , and small business counseling services available . In addition , Angelica Mosley from the County DPW went over the procurement process , JOCs , Best Value , Requests for Proposals ( RFPs ), Invitations for Bid ( IFBs ), and Requests for Qualifications ( RFQs ).
Closing out the training series , the final week featured a presentation about creating winning proposals offered by Yee Kong Yang , APEX Accelerator Program Counselor from the DEO ’ s Office of Small Business . The APEX Accelerator Program provides technical assistance to businesses interested in selling products or services to federal , state , and local governments .

2024 Contract Award & Management Hybrid Training Academy
From September 10 to October 15 , 2024 , MWIS hosted a 6-week Contract Award & Management Hybrid Training Academy to teach local small contractors how to manage construction projects from award through close-out . Robert Lowery , MWIS ’ Field Support Project Executive , kicked off the course by giving a detailed overview of the principles of contract award and management . The academy featured a range of expert speakers from the City of LA , the County of LA , and LA Metro . Notable construction-related firms such as Lanak & Hanna , PCL Construction , Swinerton Builders , and Austin Industries also provided best practices , lessons learned , and shared their experience and expertise .
